[R.S. 1:13(B) and 24:177(E)] HB 91 Engrossed 2018 Regular Session Thibaut Abstract: Changes the basis of limitations on the size of gaming areas in live horse racing facilities from square footage to number of gaming positions and provides for the conducting of gaming tournaments at eligible facilities. Present law provides for the conducting and regulation of slot machine gaming at eligible live horse racing facilities. Present law provides that the size of a designated gaming area of an eligible gaming facility shall not exceed 15,000 square feet. Proposed law changes present law to provide that the size of a designated gaming area of an eligible gaming facility shall not contain more than 1,632 gaming positions. Proposed law further provides an eligible facility may conduct up to four tournaments per year in which the slot machines utilized for tournament play are not considered part of the facility's total number of slot machines. Such tournament may be conducted within the designated gaming area or outside of the designated gaming area of the eligible facility and shall be no more than 14 days in length. Finally, proposed law provides that no limit shall be imposed on the number of tournaments or length of tournaments an eligible facility may conduct, if the tournaments do not utilize more than the maximum amount of slot machines the eligible facility is authorized to have as provided by proposed law. (Amends R.S. 27:372(A); Adds R.S. 27:372(C)) Summary of Amendments Adopted by House The Committee Amendments Proposed by House Committee on Administration of Criminal Justice to the original bill: 1. Change the number of authorized gaming positions from 1,735 to 1,632. 2. Change the maximum number of tournaments an eligible facility may conduct each year from five to four. 3. Provide that no limit shall be imposed on the number of tournaments or the length of tournaments an eligible facility may conduct, if the tournaments do not utilize more than the maximum amount of slot machines the eligible facility is authorized to have.
