HOUSE CONCURRENT RESOL UTION NO. 104
BY REPRESENTATIVE STEVE CARTER
HIGHWAYS:  Urges and requests the Department of Transportation and Development to
make improvements to the appearance of state entry points on interstate highways

2To urge and request the Department of Transportation and Development to make
3 improvements to the appearance of state entry points on interstate highways.
4 WHEREAS, Louisiana is a state comprised of the natural beauty of its waterways
5and architecture of its cities and when people enter the state its beauty should be reflected
6at its entry points; and
7 WHEREAS, the first impression of a state is its entry points of interest and the entry
8points to Louisiana are the gateways for visitors and traveling Louisianians alike to revel in
9all that Louisiana has to offer; and
10 WHEREAS, as visitors enter, traverse, and exit the state, they should be presented
11with a positive image of what's to come and a longing desire to visit again; and
12 WHEREAS, the dumping of waste not only degrades Louisiana's unparalleled natural
13beauty, but also negatively effects the state's environmental protection and economic
14development efforts; and
15 WHEREAS, Louisiana is a frequent travel destination, as evidenced by the billions
16of dollars generated annually, for visitors domestically and abroad and the state's entry
17points should be aesthetically pleasing; and
18 WHEREAS, littering has become a pervasive problem that negatively impacts the
19environment, tourism, economic viability, and overall quality of life of citizens and visitors
20throughout the state; and

1 WHEREAS, cities that are clean have made substantial investments in beautification
2and infrastructure that make disposal of litter effortless and landscape maintenance a
3priority; and
4 WHEREAS, the state's appearance has an impact on potential tourism revenue and
5the state could maximize the benefits of its tourism industry if the state's unique resources
6are presented in an attractive manner, which includes having clean and visually appealing
7state entry points; and
8 WHEREAS, there is a noticeable change in landscape upkeep once motorists cross
9the Louisiana state line, and enhancing the appearance of state entry points is a feasible
10method to begin creating a more inviting Louisiana.
11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
12urge and request the Department of Transportation and Development to make improvements
13to all state entry points on interstate highways across the state by way of litter clean up and
14landscape maintenance in an effort to preserve Louisiana's historical beauty.
15 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
16secretary of the Department of Transportation and Development.
