HOUSE CONCURRENT RESOL UTION NO. 19
BY REPRESENTATIVES FOIL, BAGLEY, CHANEY, COX, HENSGENS, HOFFMANN,
HORTON, JACKSON, JOHNSON, LEBAS, POPE, AND STAGNI
CHILDREN/NEWBORNS:  Requests the La. Department of Health to add Severe
Combined Immunodeficiency to the state's newborn screening panel
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Department of Health to take such actions as are
3 necessary to add Severe Combined Immunodeficiency to the newborn screening
4 panel of this state.
5 WHEREAS, Severe Combined Immunodeficiency (SCID) is a life threatening
6syndrome in which a person's adaptive immune system is severely impaired; and
7 WHEREAS, persons with SCID are extremely vulnerable to ordinary infections, and
8viruses that are minor for persons without SCID are often deadly for persons who have
9SCID; and
10 WHEREAS, SCID is detectable through genetic testing, and early detection of this
11disorder is vital to ensure the survival of those persons with SCID; and
12 WHEREAS, newborn screening identifies babies with congenital disorders like
13SCID; and
14 WHEREAS, nearly four million newborns are screened annually in the United States
15for numerous diseases, and forty-six states, Puerto Rico, and the District of Columbia
16currently screen for SCID; and
17 WHEREAS, screening for SCID in a newborn child is not included in Louisiana's
18current newborn screening panel.

1 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
2urge and request the Louisiana Department of Health to take such actions as are necessary
3to add Severe Combined Immunodeficiency to the newborn screening panel of this state.
4 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
5secretary of the Louisiana Department of Health.
