ENROLLED 2018 Regular Session HOUSE CONCURRENT RESOL UTION NO. 19 BY REPRESENTATIVES FOIL, BAGLEY, CHANEY, COX, HENSGENS, HOFFMANN, HORTON, JACKSON, JOHNSON, LEBAS, POPE, AND STAGNI AND SENATORS BARROW AND PRICE A CONCURRENT RESOL UTION To urge and request the Louisiana Department of Health to take such actions as are necessary to add Severe Combined Immunodeficiency to the newborn screening panel of this state. WHEREAS, Severe Combined Immunodeficiency (SCID) is a life threatening syndrome in which a person's adaptive immune system is severely impaired; and WHEREAS, persons with SCID are extremely vulnerable to ordinary infections, and viruses that are minor for persons without SCID are often deadly for persons who have SCID; and WHEREAS, SCID is detectable through genetic testing, and early detection of this disorder is vital to ensure the survival of those persons with SCID; and WHEREAS, newborn screening identifies babies with congenital disorders like SCID; and WHEREAS, nearly four million newborns are screened annually in the United States for numerous diseases, and forty-six states, Puerto Rico, and the District of Columbia currently screen for SCID; and WHEREAS, screening for SCID in a newborn child is not included in Louisiana's current newborn screening panel. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Louisiana Department of Health to take such actions as are necessary to add Severe Combined Immunodeficiency to the newborn screening panel of this state.
