HOUSE CONCURRENT RESOL UTION NO. 67

HEALTH SERVICES:  Continues and provides with respect to the Task Force on Telehealth
Access
1	A CONCURRENT RESOL UTION
2To continue and provide with respect to the Task Force on Telehealth Access created by
3 House Concurrent Resolution No. 88 of the 2014 Regular Session of the Legislature.
4 WHEREAS, through House Concurrent Resolution No. 88 of the 2014 Regular
5Session, the legislature formed a task force to act as an advisory body to the legislature and
6the Louisiana Department of Health on policies and practices that expand access to
7telehealth services and directed the task force to report to the governor and the legislature
8on the status of telehealth access in Louisiana; and
9 WHEREAS, the task force is composed of members who, individually and
10collectively, possess significant expertise concerning the provision of healthcare services to
11Louisiana citizens; and
12 WHEREAS, since its inception, the task force has convened and submitted reports
13to the governor and legislature as required by House Concurrent Resolution No. 88 of the
142014 Regular Session; and fulfilled other purposes as provided or required by said
15resolution; and
16 WHEREAS, although legislation enacted subsequent to House Concurrent
17Resolution No. 88 of the 2014 Regular Session eliminated the requirement that a licensed
18healthcare professional be in the examination room with the patient at the time telemedicine
19services are delivered, there still exists a need to expand and eliminate barriers to telehealth
20access, particularly in rural and other medically underserved areas; and

1 WHEREAS, for the foregoing reasons, continuation of this task force's efforts is a
2priority of the legislature.
3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
4continue the Task Force on Telehealth Access created by House Concurrent Resolution No.
588 of the 2014 Regular Session.
6 BE IT FURTHER RESOLVED that legislative authority for the task force shall
7continue through December 31, 2021.
8 BE IT FURTHER RESOLVED that the purposes of the task force shall continue as
9provided in House Concurrent Resolution No. 88 of the 2014 Regular Session.
10 BE IT FURTHER RESOLVED that the membership of the study committee shall
11continue as provided in House Concurrent Resolution No. 88 of the 2014 Regular Session.
12 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the
13secretary of the Louisiana Department of Health, the executive director of the Louisiana
14State Board of Medical Examiners, the chancellor of Louisiana State University Health
15Sciences Center at New Orleans, the chancellor of Louisiana State University Health
16Sciences Center at Shreveport, the secretary of the Department of Public Safety and
17Corrections, the chief executive officer of the Louisiana Association of Health Plans, the
18chief executive officer of the Louisiana State Medical Society, the executive director of the
19Louisiana Primary Care Association, the president of the Louisiana Association of Nurse
20Practitioners, the president and chief executive officer of the Louisiana Hospital Association,
21the executive director of the Rural Hospital Coalition, Inc., the executive director of the
22Louisiana Nursing Home Association, the dean of the Tulane University School of
23Medicine, the chief executive officer of the Louisiana Health Care Quality Forum, the
24president of the HomeCare Association of Louisiana, the chief executive officer of the
25Louisiana Cable and Telecommunications Association, the director of the TexLa Telehealth
26Resource Center, the chief executive officer of Ochsner Health System, the chief executive
27officer of Our Lady of the Lake Regional Medical Center, the president of the Louisiana
28Academy of Medical Psychologists, the president of the Louisiana Psychiatric Medical
29Association, the executive director of the Louisiana State Board of Nursing, and the chief
30executive officer of the Louisiana Ambulance Alliance.
