COMMENDATIONS: Commends Earl O. Armstrong for his many contributions to
Plaquemines Parish
1 A RESOLUTION
2To commend Earl O. Armstrong for his many contributions to Plaquemines Parish.
3 WHEREAS, Earl Armstrong has lived and worked along the Mississippi River in
4Plaquemines Parish for more than seventy years; and
5 WHEREAS, he has been a tireless advocate for the importance of sediment
6diversions to rebuild coastal Louisiana and was instrumental in preventing the closure of the
7West Bay diversion; and
8 WHEREAS, as a member of the Plaquemines Parish Coastal Zone Advisory
9Committee, his knowledge of the Mississippi River and coastal Louisiana proved invaluable;
10Mr. Armstrong's lifelong understanding of the Mississippi River Delta is vital to
11Plaquemines Parish and the health of Louisiana's coastal wetlands; and
12 WHEREAS, Mr. Armstrong was a recipient of the 2016 Coastal Stewardship Award,
13which is presented by the Coalition to Restore Coastal Louisiana to honor individuals and
14organizations that demonstrate outstanding commitment to the coast and that have made
15significant contributions to the restoration and conservation of Louisiana's coastal wetlands;
16and
17 WHEREAS, Earl Armstrong was named King of the 2015 Plaquemines Parish Fair
18and Orange Festival; he served the people of Plaquemines Parish as a justice of the peace for
19more than thirty years and as a commissioner of the Plaquemines Soil and Water
20Conservation District for more than twenty-five years; and

1 WHEREAS, the citizens of Plaquemines Parish are grateful to Mr. Armstrong for his
2steadfast commitment to serving his community; he is one of this state's finest sons, and he
3brings great pride and honor to his family, friends, and community.
4 THEREFORE, BE IT RESOLVED that the House of Representatives of the
5Legislature of Louisiana does hereby commend Earl O. Armstrong for his many
6contributions to Plaquemines Parish; does hereby recognize the extraordinary impact he has
7had on the restoration, protection, and preservation of the coast in Plaquemines Parish, and
8does hereby extend to him every good wish for continued success, prosperity, and happiness
9in the future.
10 BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
11to Earl O. Armstrong.
