Present law provides that for beverages of high and low alcoholic content, a Class-A General Retail
Permit holder shall be staffed by a bartender whose primary duty is to open and prepare alcoholic
beverages for consumption on the premises or with a lid for take out service.
Proposed law retains present law.
Present law provides for a Class "R" restaurant permit for restaurant establishments with a state
Class A Retail Liquor Permit for the sale of high and low alcoholic beverages.
Proposed law retains present law.
Proposed law provides that in municipalities with a population between 60,000 and 65,000 based
upon the latest federal decennial census, the municipal governing authority shall have the authority
to authorize and regulate take out alcoholic beverage service for Class "R" permit restaurant
establishments in the municipality. 
Proposed law shall apply to beverages of high and low alcoholic content.
Effective upon signature of the governor or lapse of time for gubernatorial action.
