(7/1/18) 1 AN ACT 2 To provide for the transfer of certain monies from funds established by law or the 3 Constitution of Louisiana to the state general fund in accordance with the provisions 4 of Article VII, Section 10(F)(2)(b) of the Constitution of Louisiana; to provide for 5 an effective date; and to provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. In accordance with Article VII, Section 10(F)(2)(b) of the 8 Constitution of Louisiana, for the purpose of enactment of the state budget for the next 9 fiscal year, when the official forecast of recurring revenues for the next fiscal year is 10 at least one percent less than the official forecast for the current fiscal year, an amount 11 not to exceed five percent of the total appropriations or allocations for the current 12 fiscal year from any fund established by law or the Constitution of Louisiana shall be 13 available for expenditure in the next fiscal year for a purpose other than as specifically 14 provided by law or the Constitution of Louisiana. As authorized in Section 1 of this Act, monies made available for 7 expenditure in Fiscal Year 2018-2019 from a fund and for a purpose other than as 8 specifically provided by law or the Constitution of Louisiana, shall be transferred from 9 the following funds and deposited in the state general fund, as follows: 10 (1) Forty-seven Thousand Four Hundred Thirty Dollars from the 11 Administrative Fund of the Department of Insurance. 12 (2) Five Thousand Dollars from the Algiers Economic Development Foundation 13 Fund. 14 (3) Six Thousand Seven Hundred Forty Dollars from the Avoyelles Parish Local 15 Government Gaming Mitigation Fund. 16 (4) Five Thousand Dollars from the Beautification Project for the New Orleans 17 Neighborhoods Fund. 18 (5) Ninety-five Thousand Nine Dollars from the Beautification and 19 Improvement of the New Orleans City Park Fund. 20 (6) Nineteen Thousand Eight Hundred Four Dollars from the Bossier Parish 21 Truancy Program Fund. 22 (7) Sixty-five Thousand Four Hundred Five Dollars from the Calcasieu Parish 23 Fund. 24 (8) Four Million Five Hundred Forty-two Thousand One Hundred Ninety-Six 25 Dollars from the Conservation Fund. 26 (9) Thirty-seven Thousand Five Hundred Dollars from the Equine Health 27 Studies Program Fund. 28 (10) Thirty-one Thousand Six Hundred Dollars from the Fisherman's Gear 29 Compensation Fund. SB NO. 143 SLS 18RS-262 ENGROSSED Proposed law further provides that any monies available for expenditure in FY 2018-2019 for a purpose other than as specifically provided by law or the Constitution of Louisiana, shall be transferred from the fund and deposited in the state general fund. Proposed law reduces 33 funds by 5% of the FY 2017-2018 balance to be transferred to the state general fund for use in FY 2018-2019 for a purpose other than specifically provided by law or the Constitution, which reductions totals $23,109,750. The funds and amounts being reduced are as follows: (1) $47,430 from the Administrative Fund of the Department of Insurance. (2) $5,000 from the Algiers Economic Development Foundation Fund.
