SENATE BILL NO. 16

MOTOR VEHICLES.  Provides for special prestige license plates to bear the international
symbol of accessibility. (1/1/19)
1	AN ACT
2 To amend and reenact R.S. 47:463(A)(3)(a) and to enact R.S. 47:463.4.4, relative to special
3 prestige license plates; to provide for a special prestige license plate to bear the
4 international symbol of accessibility; to provide an effective date; and to provide for
5 related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 47:463(A)(3)(a) is hereby amended and reenacted and R.S.
8 47:463.4.4 is hereby enacted to read as follows: 
9 §463.  Private passenger vehicles; amputee veterans exempted; church, church
10	school, and religious order vehicles

13	(3)(a) The deputy secretary of the Department of Public Safety and
14 Corrections, public safety services, shall issue license plates for private passenger
15 vehicles. After July 1, 1992, there shall be issued one uniform identifiable Louisiana
16 license plate, the style of which shall be proposed by the department and approved
17 by the legislature on or before July 1, 1992. However, all special prestige license

1 plates issued in accordance with R.S. 47:463.6 et seq. shall contain the uniform
2 alpha-numeric series accompanied by a symbol or emblem representing the
3 organization requesting such plate, and, on and after January 1, 2019, the
4 international symbol of accessibility, upon request, and if the applicant is
5 eligible in accordance with the provisions of R.S. 47:463.4.  All prestige license
6 plates issued after August 15, 1999, shall include a handling charge of three dollars
7 and fifty cents to offset the administrative costs of the department for the issuance
8 of such plates.

10 §463.4.4. Special prestige license plates; international symbol of accessibility
11	A.  Upon request and if the applicant is eligible in accordance with the
12 provisions of R. S. 47:463.4, any available special prestige license plate issued
13 by the deputy secretary of the Department of Public Safety and Corrections,
14 public safety services, may additionally bear the international symbol of
15 accessibility.
16	B.  The deputy secretary shall provide by rules and regulations for the
17 implementation of this Section. Such rules and regulations shall be subject to
18 oversight review conducted by the house and senate committees on
19 transportation, highways and public works.
20 Section 2.  This Act shall become effective on January 1, 2019; if vetoed by the
21 governor and subsequently approved by the legislature, this Act shall become effective on
22 January 1, 2019, or on the day following such approval by the legislature, whichever is later.

Present law requires that special prestige license plates issued in accordance with R.S.
47:463.6 et seq. contain the uniform alpha-numeric series accompanied by a symbol or
emblem representing the organization requesting such plate.
Proposed law requires, on and after January 1, 2019, that any available special prestige
license plate may additionally bear the international symbol of accessibility, upon request
and if the applicant is eligible in accordance with the provisions of R.S. 47:463.4.
