(8/1/18) 1 AN ACT 2 To amend and reenact R.S. 13:319 and to enact Code of Civil Procedure Art. 2164.1, 3 relative to appeals; to provide relative to appellate procedure; to provide relative to 4 assignment of appellate panels; to provide certain terms and conditions; and to 5 provide for related matters. 6 Be it enacted by the Legislature of Louisiana: 7 Section 1. R.S. 13:319 is hereby amended and reenacted to read as follows: 8 ยง319. Assignment and allotment of cases 9 Each civil and criminal proceeding appeal and each application for writs 10 shall be randomly assigned by the clerk, subject to the direct supervision of the court. 11 Section 2. Code of Civil Procedure Art. 2164.1 is hereby enacted to read as follows: 12 Art. 2164.1. Assignment of appellate panels 13 The provisions of R.S. 13:319 shall be applicable to assignment of 14 appellate panels. Present law relative to assignment and allotment of cases provides in R.S. 13:319 that each civil and criminal proceeding and each application for writs shall be randomly assigned by the clerk, subject to the direct supervision of the court. Proposed law changes "proceeding" to "appeal" and retains remainder of present law. Effective August 1, 2018. (Amends R.S. 13:319; adds C.C.P.
