MOTOR VEHICLES.  Provides for a ten-year renewable period for hang tags for persons
with mobility impairments. (8/1/18)
1	AN ACT
2 To amend and reenact R.S. 47:463.4(B)(1) and (D), relative to hang tags for persons with
3 mobility impairments; to provide for a ten-year renewal period; to provide with
4 respect to the issuance cost of a hang tag or mobility impaired identification card;
5 and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 47:463.4(B)(1) and (D) are hereby amended and reenacted to read
8 as follows:
9 ยง463.4. Special license plates or hang tags for persons with mobility impairments

11	B.(1) In addition to a special license plate, on the application for a hang tag
12 made by any person with a mobility impairment whose impairment is permanent,
13 and upon a showing of good cause, the secretary shall issue a hang tag, renewable
14 as any driver's license for a person whose impairment is permanent every four ten
15 years and which shall be valid until revoked or suspended. The secretary shall
16 determine the form, size, and color of the hang tag, and the material of which it is to
17 be made. The card shall bear the international symbol of accessibility. The secretary

1 shall adopt and promulgate rules and regulations relating to the issuance, revocation,
2 surrender, and proper display of the tags. Each initial application shall be
3 accompanied by a currently dated medical examiner's statement which includes the
4 medical examiner's state license number certifying that the applicant has a mobility
5 impairment that is permanent.

7	D. The secretary shall not issue special license plates, hang tags, or mobility
8 impairment identification cards except as designated in this Section or in R.S.
9 47:490.4. Any person with a mobility impairment whose impairment is permanent
10 may obtain a hang tag or mobility impaired identification card at no additional fee
11 other than the issuance cost of three dollars seven dollars and fifty cents.
12 Notwithstanding any other provision of law to the contrary, except as provided in
13 Subsection C of this Section, the secretary shall not charge any fee in excess of ten
14 dollars for the issuance of special license plates for persons with mobility
15 impairments.

Present law requires the issuance of a hang tag for a person with a permanent mobility
impairment and upon a showing of good cause, renewable as any driver's license, for a
period of four years and which remains valid until revoked or suspended.
Proposed law changes the renewal period from four years to ten years.
Present law authorizes any person with a permanent mobility impairment to obtain a hang
tag or mobility impaired identification card at the issuance cost of $3.00.
Proposed law changes the issuance cost from $3.00 to $7.50.
Effective August 1, 2018.
