[R.S. 1:13(B) and 24:177(E)] SB 349 Reengrossed 2018 Regular Session Appel Present law requires the state Dept. of Education to develop and implement a statewide educational technology plan. Provides for plan components and requirements for the state superintendent of education as it relates to such plan. Further requires the department annually to report to the House and Senate education committees on the status of such implementation and the technology readiness of each public school and school system. Proposed law creates the Technology Strategy Task Force to review the technology plan, the current technology capabilities of La. schools, and projected technology needs and to develop a strategy whereby all schools can meet the technology needs of their students. Provides that the task force shall be composed of 16 members as follows: (1)One member appointed by the state superintendent of education. (2)One member appointed by the La. School Boards Assoc. (3)One member appointed by the La. Assoc. of School Superintendents. (4)One member appointed by the La. Assoc. of Computer Using Educators. (5)One university faculty member with expertise in technology, appointed by the Conference of La. Colleges and Universities. (6)One member appointed by the La. Internet and Television Assoc. (7)Six members with expertise in technology, one appointed by the La. Publishers Assoc., one appointed by the Greater New Orleans, Inc., one appointed by the Baton Rouge Area Chamber, one appointed by the La. Assoc. of Business and Industry, one appointed by the Academic Division of the Cyber Innovation Center, and one appointed by CenturyLink, Inc. (8)One member appointed by the president of the State Bd. of Elementary and Secondary Education. (9)One member appointed by the governor. (10)One member appointed by the president of the Senate. (11)One member appointed by the speaker of the House of Representatives. Provides that task force members shall serve without compensation and requires the state superintendent to convene the first meeting and to designate department staff to assist the task force. Further provides for task force vacancies and duties. Requires the task force to report recommendations to the House and Senate education committees by Dec. 1, 2019. Effective August 1, 2018.
