SENATE BILL NO. 486

MOTOR VEHICLES.  Creates the "Scotlandville Magnet High School Hornets" special
prestige license plate. (1/1/19)
1	AN ACT
2 To enact R.S. 47:463.196, relative to motor vehicles; to provide for the "Scotlandville
3 Magnet High School Hornets" special prestige license plate; to provide for the
4 creation, issuance, and design of such plate; to authorize adoption of rules and
5 regulations; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S. 47:463.196 is hereby enacted to read as follows:
8 ยง463.196. Special prestige license plate; "Scotlandville Magnet High School
9	Hornets"
10	A. The deputy secretary of the Department of Public Safety and
11 Corrections, public safety services, shall establish a special prestige motor
12 vehicle license plate to be known as the "Scotlandville Magnet High School
13 Hornets" plate. The plate shall be restricted to use on passenger cars, pickup
14 trucks, motorcycles, recreational vehicles, and vans.
15	B. The deputy secretary shall work in conjunction with the principal of
16 Scotlandville Magnet High School and the state senator for Senate District
17 Number 15 to select the color and design of the plate, provided it is in

1 compliance with R.S. 47:463(A)(3). The design shall include the words
2 "Scotlandville Magnet High School Hornets".
3	C. The special prestige license plate shall be issued, upon application, to
4 any resident of Louisiana in the same manner as any other motor vehicle license
5 plate.
6	D. The department shall collect an annual royalty fee of twenty-five
7 dollars that shall be disbursed in accordance with Subsection E of this Section.
8 This royalty fee shall be in addition to the standard motor vehicle license tax
9 imposed by Article VII, Section 5 of the Constitution of Louisiana, and a
10 handling fee of three dollars and fifty cents for each plate to be retained by the
11 department to offset a portion of administrative cost.
12	E. The annual royalty fee shall be collected by the department and
13 forwarded to Scotlandville Magnet High School to use for educational
14 programs.
15	F. The deputy secretary shall adopt rules and regulations as are
16 necessary to implement the provisions of this Section.
17 Section 2.  This Act shall become effective on January 1, 2019.

Proposed law requires the deputy secretary of the Dept. of Public Safety and Corrections,
public safety services, to create and issue the "Scotlandville Magnet High School Hornets"
special prestige license plate.
Proposed law requires the deputy secretary to work in conjunction with the principal of
Scotlandville Magnet High School and the state senator for Senate District Number 15 to
select the color and design of the plate which must comply with R.S. 47:463(A)(3). Provides
for design to include the words "Scotlandville Magnet High School Hornets".
Proposed law provides for issuance of the plate to an applicant who is a Louisiana resident.
Proposed law requires the department to collect an annual royalty fee of $25 in addition to
the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative cost.
Proposed law requires the department to forward the royalty monies collected to
Scotlandville Magnet High School to use for educational programs.
