CLERKS OF COURT.  Provides relative to group insurance expenses for certain clerks of
court. (8/1/18)
1	AN ACT
2 To amend and reenact R.S. 13:783(F)(7), relative to clerks of court; to provide for the
3 payment of premium costs for retirees from certain clerk of court offices; to provide
4 for requirements; to provide for applicability; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 13:783(F)(7) is hereby amended and reenacted to read as follows:
7 ยง783. Expenses of clerk's office

11	(7) In the parishes of Avoyelles, Bossier, Caddo, Caldwell, Cameron,
12 Franklin, Grant, Iberia, Lafayette, LaSalle, Orleans, Ouachita, Pointe Coupee, St.
13 Martin, Terrebonne, Webster, West Feliciana, and Winn, the clerk of court shall
14 pay, from the clerk's salary fund, one hundred percent of the premium costs of the
15 group life and accidental death and dismemberment, group health, accident, dental,
16 hospital, surgical, or other medical expense insurance for any employee that retires
17 from the Avoyelles Parish clerk of court's office, Bossier Parish clerk of court's

1 office, the Caddo Parish clerk of court's office, the Caldwell Parish clerk of court's
2 office, the Cameron Parish clerk of court's office, the Franklin Parish clerk of court's
3 office, the Grant Parish clerk of court's office, the Iberia Parish clerk of court's
4 office, the Lafayette Parish clerk of court's office, the LaSalle Parish clerk of
5 court's office, Orleans Parish clerk of court's office, the Ouachita Parish clerk of
6 court's office, the Pointe Coupee Parish clerk of court's office, the St. Martin
7 Parish clerk of court's office, the Terrebonne Parish clerk of court's office, the
8 Webster Parish clerk of court's office, the West Feliciana Parish clerk of court's
9 office, or the Winn Parish clerk of court's office who is entitled to receive monthly
10 benefits from the Louisiana Clerks' of Court Retirement and Relief Fund, who has
11 at least twenty years of full-time service with the clerk of court's office in Avoyelles
12 Parish, Bossier Parish, Caddo Parish, Caldwell Parish, Cameron Parish, Franklin
13 Parish, Grant Parish, Iberia Parish, Lafayette Parish, LaSalle Parish, Orleans
14 Parish, Ouachita Parish, Pointe Coupee Parish, St. Martin Parish, Terrebonne
15 Parish, Webster Parish, West Feliciana Parish, or Winn Parish, and who is at least
16 fifty-five years of age. The provisions of this Paragraph shall not apply to any other
17 insurance, such as supplemental insurance, that an employee may elect to purchase.

Present law provides that each of the clerks of court of the district courts is authorized to
contract separately or through the insurance committee that administers the clerk's insurance
fund to obtain insurance from any insurance company authorized to do business in
Louisiana. Further provides that such insurance may cover the clerk of court, the clerk's
employees, dependents of the clerk, and dependents of the clerk's employees.
Proposed law retains present law.
Present law provides that the clerk of court shall pay from the clerk's salary fund, 100% of
the premium costs of the group life and accidental death and dismemberment, group health,
accident, dental, hospital, surgical, or other medical expense insurance for any employee that
retires with at least 20 years of full-time service, is at least 55 years of age, and is eligible
to receive monthly benefits from the La. Clerk's of Court Retirement and Relief Fund.
Present law applies in the parishes of Avoyelles, Bossier, Caddo, Caldwell, Cameron,

Franklin, Grant, LaSalle, Ouachita, Terrebonne, Webster, and Winn.
Proposed law adds Iberia Parish, Lafayette Parish, Orleans Parish, Pointe Coupee Parish, St.
Martin Parish, and West Feliciana Parish and otherwise retains present law.
Effective August 1, 2018.
