SPECIAL DISTRICTS. Reduces the membership of the board of commissioners for the
University Neighborhood Security and Improvement District in Orleans Parish. (gov sig)
1 AN ACT
2 To amend and reenact R.S. 33:9091.24(D)(1), relative to the University Neighborhood
3 Security and Improvement District in Orleans Parish; to provide for its board of
4 commissioners; and to provide for related matters.
5 Notice of intention to introduce this Act has been published.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 33:9091.24(D)(1) is hereby amended and reenacted to read as
8 follows:

11 D. Governance. (1) The district shall be governed by a nine eight-member
12 board of commissioners, referred to in this Section as the "board". The board shall
13 be composed as follows:
14 (a) The president of the University Neighborhood Association, Inc., referred
15 to in this Section as the "association".
16 (b) The board of directors of the association shall appoint three members,
17 none of whom shall be the president of the University Neighborhood Association,

2 (c) The member of the Louisiana House of Representatives whose district
3 encompasses all or the greater portion of the area of the district shall appoint one
4 member from a list of nominations submitted by the association.
5 (d) The member of the Louisiana Senate whose district encompasses all or
6 the greater portion of the area of the district shall appoint one member from a list of
7 nominations submitted by the association.
8 (e) The assessor of Orleans Parish shall appoint one member from a list of
9 nominations submitted by the University Neighborhood Association, Inc.
10 (f)(e) The mayor of the city of New Orleans shall appoint one member from
11 a list of nominations submitted by the association.
12 (g)(f) The member of the governing authority of the city of New Orleans
13 whose council district encompasses all or the greater portion of the area of the
14 district shall appoint one member from a list of nominations submitted by the
15 association.

17 Section 2. This Act shall become effective upon signature by the governor or, if not
18 signed by the governor, upon expiration of the time for bills to become law without signature
19 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If
20 vetoed by the governor and subsequently approved by the legislature, this Act shall become
21 effective on the day following such approval.

Present law provides for the University Neighborhood Security and Improvement District
to be governed by a nine member board of commissioners composed of the following:
(1)The president of the University Neighborhood Association, Inc., referred to in
proposed law as the "association".
(2)The board of directors of the association shall appoint three members, none of whom
shall be the president of the University Neighborhood Association, Inc.

(3)The member of the Louisiana House of Representatives whose district encompasses
all or the greater portion of the area of the district shall appoint one member from a
list of nominations submitted by the association.
(4)The member of the Louisiana Senate whose district encompasses all or the greater
portion of the area of the district shall appoint one member from a list of nominations
submitted by the association.
(5)The assessor of Orleans Parish shall appoint one member from a list of nominations
submitted by the University Neighborhood Association, Inc.
(6)The mayor of the city of New Orleans shall appoint one member from a list of
nominations submitted by the association.
(7)The member of the governing authority of the city of New Orleans whose council
district encompasses all or the greater portion of the area of the district shall appoint
one member from a list of nominations submitted by the association.
Present law retains proposed law but removes the assessor of Orleans Parish from appointing
one member to the board of commissioners of the University Neighborhood Security and
Improvement District.
Proposed law provides for the district to be governed by a eight member board of
commissioners.
Effective upon signature of the governor or lapse of time for gubernatorial action.
