Present law authorizes the Sabine River Authority (SRA) to enter into any and all contracts that
provide for the sale, conservation, storage, utilization, preservation, distribution, or consumption,
whether within or without the state of Louisiana, of the waters over which the SRA has jurisdiction
or over which the SRA has legal control.
Present law requires the written concurrence of the governor, the Senate Comm. on Natural
Resources and the House Comm. on Natural Resources and Environment, and at least two-thirds of
the parish governing authorities within the territorial jurisdiction of the SRA before it can enter into
any contracts which provide for the sale, utilization, distribution, or consumption, outside of the
boundaries of the state of Louisiana, of the waters over which the SRA has jurisdiction or control.
Proposed law retains the requirements of written concurrence of the governor, the Senate Comm.
on Natural Resources and the House Comm. on Natural Resources and Environment, but removes
the requirement of concurrence of at least two-thirds of the parish governing authorities within the
territorial jurisdiction of the SRA.
Proposed law requires the written concurrence of the Water Resources Comm. of any contracts
which provide for the sale, utilization, distribution, or consumption, outside of the boundaries of the
state of Louisiana, of the waters over which the SRA has jurisdiction or control.
Effective August 1, 2018.
