SENATE BILL NO. 525

HORSE RACING.  Provides relative to the transfer of purse funds from one horse racing
facility to another. (8/1/18)
1	AN ACT
2 To enact R.S. 4:147.1(D), relative to horse racing; to provide for the duties and powers of
3 the Louisiana State Racing Commission; to provide relative to purse monies for
4 horse races; to provide relative to net slot machine proceeds received for purses; to
5 provide relative to thoroughbred horse racing; to provide relative to eligible
6 facilities; to provide relative to the transfer of slot machine proceeds from one
7 eligible facility to another; and to provide for related matters.
8 Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 147.1(D) is hereby enacted to read as follows:
10 ยง147.1. Commission; purse supplements; additional or substitute races and race
11	days; force majeure

13	D. Notwithstanding any provision of law to the contrary, the commission
14 may approve the transfer of slot machine proceeds received for thoroughbred
15 race purses from one licensed eligible facility to another licensed eligible facility
16 to supplement thoroughbred purses at a thoroughbred race meet. Upon
17 agreement of the Horsemen's Benevolent and Protective Association and the

1 licensed eligible facility, funds transferred pursuant to this Paragraph shall be
2 awarded within one year of the date of transfer.

Present law creates the Louisiana State Racing Commission and provides for the powers and
duties of the commission.
Proposed law retains present law.
Present law provides that if the commission determines that a licensed facility is unable to
conduct all or part of a scheduled meet due to an occurrence over which the facility has no
control, the commission may authorize additional or substitute race days. Further, allows the
commission to approve a transfer of monies dedicated for purses from one licensed facility
to the affected licensed facility.
Proposed law retains present law.
Proposed law provides that the commission may approve the transfer of slot machine
proceeds received for thoroughbred race purses from one licensed eligible facility to another
licensed eligible facility to supplement thoroughbred purses at a thoroughbred race meet.
Further, provides that upon agreement of the Horsemen's Benevolent and Protective
Association and the licensed eligible facility, the funds shall be awarded within one year of
the date of transfer.
