Present law creates the Louisiana State Racing Commission and provides for the powers and duties
of the commission.
Proposed law retains present law.
Present law provides that if the commission determines that a licensed facility is unable to conduct
all or part of a scheduled meet due to an occurrence over which the facility has no control, the
commission may authorize additional or substitute race days. Further, allows the commission to
approve a transfer of monies dedicated for purses from one licensed facility to the affected licensed
facility.
Proposed law retains present law.
Proposed law provides that the commission may approve the transfer of slot machine proceeds
received for thoroughbred race purses from one licensed eligible facility to another licensed eligible
facility to supplement thoroughbred purses at a thoroughbred race meet. Further, provides that upon
agreement of the Horsemen's Benevolent and Protective Association and the licensed eligible
facility, the funds shall be awarded within one year of the date of transfer.
Effective August 1, 2018.
