SLS 18RS-3523 ORIGINAL 2018 Regular Session SENATE CONCURRENT RESOL UTION NO. 106 BY SENATOR MIZELL AND REPRESENTATIVE WHITE COMMENDATIONS. Commends the International Paper facility "Bogalusa Containerboard" Mill on its 100-year anniversary. 1 A CONCURRENT RESOL UTION 2 To commend the International Paper facility "Bogalusa Containerboard" Mill on its One 3 Hundredth Anniversary and on one hundred years of successful operations. 4 WHEREAS, it is with great pride that the citizens and the Legislature of the State of 5 Louisiana acknowledge the One Hundredth Anniversary of the International Paper facility, 6 now "Bogalusa Containerboard" Mill, and on one hundred years of successful operations; 7 and 8 WHEREAS, in the early twentieth century, because of the thick pine forest 9 surrounding it, this industrial city was developed as a company town, providing worker 10 housing for the workers and supervisors, and other infrastructure and services in association 11 with Great Southern Lumber Company Sawmill; and 12 WHEREAS, the Bogalusa Mill was built in 1917 and opened in 1918 as a wholly 13 owned subsidiary of the Great Southern Lumber Company, at the time the largest sawmill 14 in the world; and 15 WHEREAS, it was the first kraft and pulp paper mill in Louisiana and one of the first 16 in the United States and the South; and 17 WHEREAS, the quick and rapid growth and construction of this magical city earned 18 it the name "Magic City" which it is still referred to today by most of the locals, natives, and Page 1 of 3 SCR NO. 106 SLS 18RS-3523 ORIGINAL 1 many citizens throughout Louisiana and the South because of the mill; and 2 WHEREAS, many generations of families have worked at this mill over the past 3 century, making it the heart of the "Magic City" that encompasses it; and 4 WHEREAS, this plant has great economic impact, known today as the International 5 Paper "Bogalusa Containerboard" Mill, is the largest private employer in Washington Parish, 6 Louisiana, with four hundred seventy-five full-time jobs, and in addition, it provides jobs 7 for support personnel plus hundreds of contractor jobs; and 8 WHEREAS, the annual payroll of the mill is forty-eight million dollars, and the mill 9 pays over six million dollars annually in state and local taxes; and 10 WHEREAS, at International Paper, safety is the number one concern, the employees 11 are dedicated to a culture of safety that ensures no job at the mill is more important than 12 getting employees and contractors home safely at the end of each day; and 13 WHEREAS, the Bogalusa Mill is also committed to the high standards of not just 14 meeting, but surpassing, the environmental permit levels set for by state and federal 15 protection agencies; and 16 WHEREAS, at the Bogalusa Mill, the complete paper-making process from tree to 17 finished product is done onsite, and during the process, materials are not wasted; they are 18 recovered and used by the mill to generate a percentage of its own electricity and a certain 19 percentage of its own fuels for steam generation and power; and 20 WHEREAS, the three hundred acre site has two paper machines that produce 21 containerboard, the end uses including corrugated boxes, bulk packaging, and shipping 22 containers; and 23 WHEREAS, the mill has an average load of twenty-five trucks (carrying 500 tons) 24 and twenty-five railcars (carrying 1,675 tons) per day with an average shipping distance of 25 eight hundred ninety-six miles, and an annual production of 840,000 tons; and 26 WHEREAS, the success of the state of Louisiana, the strength of our communities, 27 and the overall vitality of American society depend in great measure upon the longevity of 28 productive businesses like the International Paper facility "Bogalusa Containerboard" Mill. 29 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 30 acknowledge and congratulate the International Paper facility "Bogalusa Containerboard" Page 2 of 3 SCR NO. 106 SLS 18RS-3523 ORIGINAL 1 Mill on its One Hundredth Anniversary and for one hundred years of successful operations 2 in Louisiana. 3 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 4 mill manager, Bernie Chascin.
