2018 Regular Session ENROLLED SENATE CONCURRENT RESOL UTION NO. 12 BY SENATOR ERDEY A CONCURRENT RESOL UTION To urge and request the Department of Transportation and Development, the Louisiana Workforce Commission, the Department of Public Safety and Corrections, office of state police, a member of the Senate appointed by the president of the Senate, a member of the House of Representatives appointed by the speaker of the House of Representatives, the Board of Supervisors of the Southern University and Agricultural and Mechanical College, and the Board of Supervisors of the Louisiana State University and Agricultural and Mechanical College, to study jointly and make recommendations with respect to identification and implementation of creative and alternative options to mitigate or reduce traffic congestion in the Baton Rouge area. WHEREAS, the Texas Transportation Institute's Mobility Report places Baton Rouge third on the list of medium sized cities with horrible traffic; and WHEREAS, traffic congestion costs motorists traveling in the Baton Rouge area not only time but increased annual costs that average more than twelve hundred dollars per year; and WHEREAS, corridor improvements to Interstates 10, 110, and 12 are estimated to cost in the hundreds of millions of dollars, the state of Louisiana is facing a fiscal crisis, and it takes years to plan and build; and WHEREAS, creative and alternative options to reduce traffic congestion, such as not starting college classes at Louisiana State University in Baton Rouge and Southern University in Baton Rouge prior to ten o'clock a.m., staggering and rotating work hours of major Baton Rouge employers, including the departments and agencies of the state of Louisiana, and encouraging employers to allow employees to telecommute, would alter and Page 1 of 3 SCR NO. 12 ENROLLED improve traffic patterns and reduce traffic congestion during peak hours, saving both time and money, and would improve public safety by reducing crashes. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Transportation and Development, the Louisiana Workforce Commission, the Department of Public Safety and Corrections, office of state police, a member of the Senate appointed by the president of the Senate, a member of the House of Representatives appointed by the speaker of the House of Representatives, the Board of Supervisors of the Southern University and Agricultural and Mechanical College, and the Board of Supervisors of the Louisiana State University and Agricultural and Mechanical College to study jointly and make recommendations with respect to identification and implementation of creative and alternative options to mitigate or reduce traffic congestion in the Baton Rouge area. BE IT FURTHER RESOLVED that the Department of Transportation and Development, the Louisiana Workforce Commission, the Department of Public Safety and Corrections, office of state police, a member of the Senate appointed by the president of the Senate, a member of the House of Representatives appointed by the speaker of the House of Representatives, the Board of Supervisors of the Southern University and Agricultural and Mechanical College, and the Board of Supervisors of the Louisiana State University and Agricultural and Mechanical College, shall jointly submit a written report and recommendations, no later than March 1, 2019, to the president of the Senate, the speaker of the House of Representatives, and the chairmen of the house and senate committees on transportation, highways and public works, committees on education, and committees on labor and industrial relations. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the secretary of the Department of Transportation and Development, the executive director of the Louisiana Workforce Commission, the superintendent of the Louisiana State Police, the president of the Senate, the speaker of the House of Representatives, the chairman of the Board of Supervisors of the Southern University and Agricultural and Mechanical College, the chairman of the Board of Supervisors of the Louisiana State University Agricultural and Mechanical College, the president of the Southern University and Agricultural and Page 2 of 3 SCR NO. 12 ENROLLED Mechanical College in Baton Rouge, and the president of the Louisiana State University Agricultural and Mechanical College in Baton Rouge.
