Commends Rachel Margaret Lautigar upon her receipt of a 2018 Women of Excellence Award and a Louisiana Legislative Women's Caucus Foundation Scholarship. 1 A CONCURRENT RESOL UTION 2 To commend Rachel Margaret Lautigar upon her receipt of a 2018 Women of Excellence 3 Award from the Louisiana Legislative Women's Caucus Foundation in the category 4 of College Women of Excellence and upon being a recipient of a Louisiana 5 Legislative Women's Caucus Foundation Scholarship. 6 WHEREAS, Rachel Margaret Lautigar is the daughter of Delene Rawls and Scott 7 Lautigar and a graduate of Bastrop High School in Bastrop, Louisiana, where she was the 8 valedictorian, the executive officer for the Junior Reserves Officer Training Corps, and the 9 Morehouse Parish Student of the Year; and 10 WHEREAS, at the University of Louisiana at Lafayette (UL), she has maintained a 11 perfect 4.0 grade point average as a double major in political science and history and a 12 double minor in international business and Spanish; and 13 WHEREAS, Rachel is the deputy chief justice in the Student Government 14 Association, an executive board member of the Pi Sigma Alpha political science honor 15 society, secretary for Young Americans for Liberty, administrator and promotions director 16 for The Pulse Campus Ministry, and the student editor for the university magazine, La 17 Louisiane; and 18 WHEREAS, she is also a member of the honors program, the UL social media team, Page 1 of 4 SCR NO. 70 SLS 18RS-2153 ORIGINAL 1 the National Society for Leadership and Success, the International Studies Society, and the 2 University Program Council; and 3 WHEREAS, Rachel recently won the Chrisler Levine Best Paper in Political Science 4 award from the department of political science and attended the College of Law conference 5 sponsored by the Cato Institute as a Bastiat Scholar; and 6 WHEREAS, during the summer of 2018, she will be one of thirty high school and 7 college students attending a mission trip to Austria with the Apostolic Youth Corps, as well 8 as one of twenty-eight Hertog Foundation summer fellows attending summer classes in 9 Washington, D.C.; and 10 WHEREAS, within her community, Rachel volunteers as a judge in the Louisiana 11 High School Speech League, is a member of the communications team at the Pentecostals 12 of Lafayette, and is active in local political campaigns; and 13 WHEREAS, while an office worker for the political science department, she helped 14 professors as a research assistant, and is looking forward to submitting articles of her own 15 for publication; and 16 WHEREAS, after graduation, she plans to attend law school and earn a dual degree 17 in public policy, and her future career goals include practicing law as a litigator, and 18 eventually working in government, all while advocating for the preservation of individual 19 liberties; and 20 WHEREAS, Rachel has always desired to work closely with and in government, and 21 got her first experience as a page for the Louisiana House of Representatives in the 2015 22 legislative session; and 23 WHEREAS, immediately following her return home, she was hired as a legislative 24 student worker for Representative Katrina R. Jackson in Monroe, Louisiana; and 25 WHEREAS, her time as a page and legislative worker solidified her future pursuits, 26 and are still regarded as her favorite jobs held; and 27 WHEREAS, the Louisiana Legislative Women's Caucus Foundation created the 28 Women of Excellence Awards to recognize and honor extraordinary women of excellence 29 across the state for their outstanding achievements and contributions; and 30 WHEREAS, recipients of the Women of Excellence Awards exhibit characteristics Page 2 of 4 SCR NO. 70 SLS 18RS-2153 ORIGINAL 1 of integrity and professionalism, personify excellence in their area of specialty, and are 2 committed to community service to better society as a whole; and 3 WHEREAS, for 2018, there are two categories for the Women of Excellence 4 Awards: College Women of Excellence and High School Women of Excellence; and 5 WHEREAS, the recipients of the 2018 Women of Excellence Awards are being 6 recognized at the Louisiana Legislative Women's Caucus Foundation's Women of 7 Excellence Awards & Scholarships Ceremony and Reception on Tuesday, April 24, 2018; 8 and 9 WHEREAS, Rachel has been named a recipient of a 2018 Women of Excellence 10 Award in the category of College Women of Excellence and is also a recipient of a 11 Louisiana Legislative Women's Caucus Foundation Scholarship for her accomplishments 12 and personification of excellence in integrity, character, academics, leadership, and 13 community service; and 14 WHEREAS, Rachel merits a sincere and heartfelt measure of commendation for her 15 dedication to excellence and her outstanding accomplishments, and it is appropriate for the 16 Legislature of Louisiana to commend Rachel upon receipt of a 2018 Women of Excellence 17 Award from the Louisiana Legislative Women's Caucus Foundation and of a Louisiana 18 Legislative Women's Caucus Foundation Scholarship. 19 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 20 commend Rachel Margaret Lautigar upon receipt of a 2018 Women of Excellence Award 21 from the Louisiana Legislative Women's Caucus Foundation in the category of College 22 Women of Excellence and the Louisiana Legislative Women's Caucus Foundation 23 Scholarship; does hereby recognize and record for posterity her singular contributions to the 24 citizens of Louisiana; and does hereby extend enduring appreciation for the tremendous 25 pride and honor that she brings to her community and the state of Louisiana. 26 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to 27 Rachel Margaret Lautigar.
