SENATE RESOLUTION NO. 120
BY SENATOR BISHOP 
COMMENDATIONS.  Commends Perrye K. Turner for serving as special agent in charge
of the Houston, Texas, field office.
1	A RESOLUTION
2 To commend Perrye K. Turner for serving as special agent in charge of the FBI field office
3 in Houston, Texas.
4 WHEREAS, a native of Shreveport, Louisiana, Perrye K. Turner earned a Bachelor
5 of Science in mathematics and statistics from Louisiana Tech University and a Master of
6 Business Administration from Belhaven University; and
7 WHEREAS, Mr. Turner became a special agent with the FBI in 1991; he was
8 assigned to the Huntsville Resident Agency in the Birmingham, Alabama, field office; and
9 WHEREAS, in 1995, he moved to the Monroe resident agency in the New Orleans,
10 Louisiana, field office, where he investigated gang, drug, financial crime, and public
11 corruption matters; and
12 WHEREAS, four years later, Mr. Turner was promoted to supervisory special agent
13 in the Criminal Investigation Division at FBI Headquarters in Washington, D.C., where he
14 was program manager in the Mexican/criminal syndicates unit of the drug section; in this
15 capacity, he provided operational support and FBI Headquarters approval to FBI field offices
16 working on complex criminal enterprise and money laundering investigations; and 
17 WHEREAS, Mr. Turner transferred to the Jackson division in 2001 to supervise the
18 criminal enterprise squad; in 2004, he started the first ever field intelligence group, where

1 he managed a group of intelligence analysts and human intelligence special agents; in 2005,
2 he was promoted to assistant special agent in charge of the Memphis, Tennessee, field office,
3 where he managed all the criminal and administrative programs for three years and all
4 national security programs for two years; and
5 WHEREAS, in 2010, Mr. Turner returned to FBI Headquarters as deputy assistant
6 director of the information technology engineering division; from 2012 to 2014, Mr. Turner
7 served as the special agent in charge of the Louisville, Kentucky, field office; he has served
8 as special agent in charge of the FBI field office in Houston, Texas, since 2014; and
9 WHEREAS, as special agent in charge, Mr. Turner also serves as the south-central
10 region domestic representative of national intelligence; he meets quarterly with other FBI
11 special agents in charge; senior executives from the U.S. intelligence community; and
12 federal, state, and local law enforcement intelligence personnel to enhance collaboration and
13 develop strategies to mitigate emerging threats and risks related to national security; and
14 WHEREAS, Mr. Turner is a recipient of the 2014 Presidential Rank Award, which
15 is awarded to the top one percent of senior executives in the U.S. government; he is
16 recognized as a transformational leader and visionary; and
17 WHEREAS, Perrye K. Turner merits the highest commendation and sincere
18 congratulations for his contributions to the health and safety of his fellow citizens. 
19 THEREFORE, BE IT RESOLVED that the Senate of the Legislature of Louisiana
20 does hereby commend Perrye K. Turner for serving as special agent in charge of the FBI
21 field office in Houston, Texas; does hereby recognize his exemplary service to his
22 community, state, and nation during his nearly thirty years in federal law enforcement; and
23 does hereby extend to him full measures of continued success and happiness in all of his
24 future endeavors.
25 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
26 Perrye K. Turner.
