ACT 10 (HB 105) 2019 Regular Session Henry
Appropriates $30.1 billion for Fiscal Year (FY) 2019-2020, of which $8.97 billion is state
general fund (direct) (SGF). SGF increased $140 million when compared to the FY 2018-
2019 existing operating budget, as of December 1, 2018. Overall, FY 2019-2020 total
General Appropriation Bill (GAB) funding is $478 million more than FY 2018-2019. There
is also a decrease of $700 million in excess budget authority.
Other means of financing for FY 2019-2020 include: interagency transfers at $938 million,
or $22.6 million less than FY 2018-2019; fees and self-generated revenues at $2.9 billion,
or $106 million more than FY 2018-2019; statutory dedications at $3 billion, or $56.2
million more than FY 2018-2019; and federal funding at $14.3 billion or $197.5 million
more than FY 2018-2019.
