PUBLIC RECORDS:  Provides relative to public geographic data
1	AN ACT
2To enact R.S. 44:42, relative to public records; to provide relative to certain geographic
3 information; to provide for the format of such information; to provide for the duties
4 of the custodian relative to such information; and to provide for related matters.
5Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 44:42 is hereby enacted to read as follows: 
7 §42.  Availability of certain geographic information
8	Any public record that consists of geographic information system data that
9 is made available to the public by the custodian on the internet shall additionally be
10 made available to the public by the custodian on the internet in a format for
11 expressing geographic annotation and visualization in two-dimensional or three-
12 dimensional representations using applications that are available to the public
13 without charge, including without limitation KML.
14 Section 2.  This Act shall become effective on August 1, 2020.

Abstract:  Requires certain geographic information to be made available in a certain format.
Present law (R.S. 44:1 et seq.—Public Records Law) provides for access and retention of
public records.  Establishes a framework for the ready availability of public records to
requesting persons, and specifically provides that it is the duty of the custodian of the public
records for a public entity or agency to provide copies to persons so requesting.
Proposed law retains present law.  Additionally requires any public record that consists of
geographic information system data that is made available to the public by the custodian on
the internet to additionally be made available to the public by the custodian on the internet
in a format for expressing geographic annotation and visualization in two-dimensional or
three-dimensional representations using applications that are available to the public without
charge, including without limitation KML.
