HOUSE BILL NO. 152

PLANNING/ZONING-LOCAL:  Provides relative to meetings of the Washington Parish
planning commission
1	AN ACT
2To amend and reenact R.S. 33:104(B), relative to the Washington Parish planning
3 commission; to provide relative to monthly commission meetings; to provide relative
4 to cancellations of such meetings; and to provide for related matters.
5	Notice of intention to introduce this Act has been published
6	as provided by Article III, Section 13 of the Constitution of
7	Louisiana.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 33:104(B) is hereby amended and reenacted to read as follows:
10 ยง104.  Organization, meetings, and rules

12	B.(1)  Notwithstanding the provisions of Subsection A of this Section, a
13 commission located in any municipality with a population of not less than six
14 thousand one hundred twenty-five persons and not more than six thousand five
15 hundred persons according to the latest federal decennial census may cancel a
16 monthly commission meeting if there are no items to be placed on the agenda for the
17 meeting.  The commission shall provide notice to the public that the meeting is
18 cancelled no less than five days prior to the scheduled meeting by placing a notice
19 of cancellation in the official journal of the municipality in which the commission
20 is located and by posting a copy of such notice on the door of the building in which

1 the meeting is to be held and via the Internet on the official website of the
2 municipality in which the commission is located.
3	(2)  Notwithstanding the provisions of Subsection A of this Section, the
4 Washington Parish planning commission may cancel a monthly meeting if there are
5 no items to be placed on the agenda for the meeting.  The commission shall provide
6 notice to the public that the meeting is cancelled no less than five days prior to the
7 scheduled meeting by placing a notice of cancellation in the official journal of the
8 parish and by posting a copy of such notice on the door of the building in which the
9 meeting is to be held and on the official website of the parish.

Abstract:  Authorizes the Washington Parish planning commission to cancel monthly
meetings under certain circumstances.
Present law authorizes municipal and parish planning commissions to adopt master plans to
provide for the physical development of their respective municipalities or parishes.  Provides
generally that commissions consist of not less than five nor more than nine members. 
Members of a parish planning commission are appointed by the police jury or other parish
governing authority.  Requires members to serve without compensation.  Provides
exceptions.
Present law requires a commission to hold at least one regular meeting in each month.
Proposed law retains present law.
Proposed law authorizes the Washington Parish planning commission to cancel monthly
meetings if there are no items to be placed on the agenda for the meeting.  Requires the
commission to provide notice to the public no less than five days prior to the scheduled
meeting by placing a notice of cancellation in the official journal of the parish and by posting
notice on the door of the building in which the meeting was to be held and on the official
website of the parish.
