MTR VEHICLE/LICEN PLATES:  Creates the "Combat Veteran" military honor plate
1	AN ACT
2To enact R.S. 47:490.32, relative to motor vehicle military honor license plates; to create a
3 military honor license plate for combat veterans; to provide for the creation,
4 issuance, design, fees, distribution, and rule promulgation applicable to such plates;
5 and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  R.S.  47:490.32 is hereby enacted to read as follows:
8 ยง490.32.  Military honor license plate for a "Combat Veteran"
9	A.  The secretary of the Department of Public Safety and Corrections shall
10 establish a military honor license plate to be known as the "Combat Veteran" plate.
11	B.  Upon application of a person presenting certification from the United
12 States Department of Veteran Affairs or the Louisiana Department of Veterans
13 Affairs that the applicant is a combat veteran, the secretary shall issue a military
14 honor license plate to be used in lieu of a regular motor vehicle registration plate.
15 The license plate shall be restricted to use on passenger cars, pickup trucks,
16 recreational vehicles, motorcycles, and vans.  The military honor license plate shall
17 include the words "COMBAT VETERAN" centered on the bottom of the plate.  The
18 colors of the plate shall be red, white, and blue.
19	C.  The charge for the license plate shall be the standard motor vehicle
20 license tax imposed by Article VII, Section 5 of the Constitution of Louisiana as

1 provided in R.S. 47:463, and a handling fee of three dollars and fifty cents for each
2 plate to be retained by the department to offset a portion of administrative costs.
3	D.  The secretary shall adopt rules and regulations to implement the
4 provisions of this Section, including but not limited to rules governing the transfer
5 of license plates from one vehicle to another and the disposition of such license
6 plates.
7	E.(1)  Any applicant who qualifies for the military honor license plate
8 authorized by this Section may be issued a plate for each vehicle registered in the
9 applicant's name.
10	(2)  Except as otherwise provided in this Paragraph, each military honor
11 license plate issued pursuant to this Section shall be returned to the secretary upon
12 the death of the person to whom the plate was issued.  The surviving spouse of the
13 person issued a military honor license plate pursuant to this Section may retain the
14 plate, provided the surviving spouse has not remarried and applies to the secretary
15 for a transfer of the plate.  A military honor license plate transferred pursuant to this
16 Paragraph to a surviving spouse shall be returned to the secretary upon the death or
17 remarriage of the surviving spouse.
18 Section 2.  The Department of Public Safety and Corrections, office of motor
19vehicles, is hereby directed to create the special prestige license plate when the applicable
20statutory provisions are met and their system is updated to accommodate the creation of new
21plates.

Proposed law provides for the creation, qualification, issuance, design, fees, distribution,
transfer, and rule promulgation related to the military honor license plate.
Proposed law requires the secretary of the Dept. of Public Safety and Corrections to adopt
rules relative to the implementation of the military honor license plate including the transfer
of the license plate to the surviving spouse and the disposition of the military honor license
plate.
Proposed law requires the office of motor vehicles to create the special prestige plate
provided for in proposed law when the applicable statutory provisions are met and their
system is updated to accommodate new plates.
