MTR VEHICLE/LICEN PLATES: Creates the "Spanish Heritage" specialty license plate
1 AN ACT
2To enact R.S. 47:463.202, relative to motor vehicle special prestige license plates; to
3 establish the "Spanish Heritage" special prestige plate; to provide for creation,
4 issuance, implementation, design, fees, distribution, and rule promulgation
5 applicable to such license plates; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 47:463.202 is hereby enacted to read as follows:
8 ยง463.202. Special prestige license plate; "Spanish Heritage"
9 A. The secretary of the Department of Public Safety and Corrections shall
10 establish a special prestige motor vehicle license plate to be known as the "Spanish
11 Heritage" plate, provided there is a minimum of one thousand applicants for such
12 plate. The plate shall be restricted to use on passenger cars, pickup trucks,
13 recreational vehicles, motorcycles, and vans.
14 B. The secretary shall work in conjunction with the Canary Islanders
15 Heritage Society of Louisiana and the Los Islenos Heritage and Cultural Society to
16 select the color and design of the plate, provided it is in compliance with R.S.
17 47:463(A)(3). The design shall include an image of a red bull with the words
18 "Spanish Heritage".
19 C. The special prestige license plate shall be issued, upon application, to any
20 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 to the Canary Islanders Heritage Society of Louisiana and the Los Islenos Heritage
9 and Cultural Society in equal amounts.
10 F. The secretary shall promulgate and adopt rules and regulations as are
11 necessary to implement the provisions of this Section.
12 Section 2. The Department of Public Safety and Corrections, office of motor
13vehicles, is hereby directed to create the special prestige license plate when the applicable
14statutory provisions are met and its system is updated to accommodate the creation of new
15plates.

special prestige license plates to be known as the "Spanish Heritage" license plate, provided
there is a minimum of 1,000 applicants for such plate.
Proposed law requires the secretary work in conjunction with the Canary Islanders Heritage
Society of La. and the Los Islenos Heritage and Cultural Society to select the color and
design of the plate. Requires the design include the words "Spanish Heritage".
Proposed law specifies that the license plate be issued, upon application, to any citizen of
La. in the same manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $25 in addition to
the standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained
by the department to offset a portion of administrative costs.

Proposed law requires the department to forward the royalty monies to the Canary Islanders
Heritage Society of La. and the Los Islenos Heritage and Cultural Society in equal amounts.
Proposed law requires the secretary to promulgate and adopt rules and regulations to
implement the provisions provided in proposed law.
Proposed law requires the office of motor vehicles to create the special prestige plate
provided for in proposed law when the applicable statutory provisions are met and its system
is updated to accommodate new plates.

1. Require the Dept. of Public Safety, office of motor vehicles, to create the special
