HB 309 Engrossed 2019 Regular Session Leopold
Abstract: Creates the "Spanish Heritage" special prestige license plate. Provides for fees,
distribution of fees, issuance, creation, the design of the license plate, and the promulgation
of rules.
Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue special
prestige license plates to be known as the "Spanish Heritage" license plate, provided there is a
minimum of 1,000 applicants for such plate.
Proposed law requires the secretary work in conjunction with the Canary Islanders Heritage Society
of La. and the Los Islenos Heritage and Cultural Society to select the color and design of the plate.
Requires the design include the words "Spanish Heritage".
Proposed law specifies that the license plate be issued, upon application, to any citizen of La. in the
same manner as any other motor vehicle license plate.
Proposed law requires the department to collect an annual royalty fee of $25 in addition to the
standard motor vehicle license tax and a $3.50 handling fee for each plate to be retained by the
department to offset a portion of administrative costs.
Proposed law requires the department to forward the royalty monies to the Canary Islanders Heritage
Society of La. and the Los Islenos Heritage and Cultural Society in equal amounts.
Proposed law requires the secretary to promulgate and adopt rules and regulations to implement the
provisions provided in proposed law.
Proposed law requires the office of motor vehicles to create the special prestige plate provided for
in proposed law when the applicable statutory provisions are met and its system is updated to
accommodate new plates.

The Committee Amendments Proposed by House Committee on Transportation, Highways and
Public Works to the original bill: 1. Require the Dept. of Public Safety, office of motor vehicles, to create the special prestige
license plate provided for in this instrument when the applicable statutory provisions are
met and its system is updated to accommodate the creation of new plates.
