1 AN ACT
2 To enact R.S. 47:463.202, relative to motor vehicle special prestige license plates; to
3 establish the "Louisiana REALTORS" special prestige plate; to provide for creation,
4 issuance, design, fees, distribution, and rule promulgation applicable to such license
5 plates; and to provide for related matters.
6 Be it enacted by the Legislature of Louisiana:
7 Section 1. R.S. 47:463.202 is hereby enacted to read as follows:
8 ยง463.202. Special prestige license plate; "Louisiana REALTORS"
9 A. The secretary of the Department of Public Safety and Corrections shall
10 establish a special prestige motor vehicle license plate to be known as the "Louisiana
11 REALTORS" plate, provided there is a minimum of one thousand applicants for
12 such plate. The plate shall be restricted to use on passenger cars, pickup trucks,
13 recreational vehicles, motorcycles, and vans.
14 B. The secretary shall work in conjunction with the Louisiana REALTORS
15 to select the color and design of the plate, provided it is in compliance with R.S.
16 47:463(A)(3). The design shall include the words "Louisiana REALTORS".
17 C. The special prestige license plate shall be issued, upon application, to any
18 member or affiliate of the Louisiana REALTORS upon verifying membership in a
19 manner that is mutually determined by the secretary and the board of directors of the
20 Louisiana REALTORS.
21 D. The department shall collect an annual royalty fee of ten dollars that shall
22 be disbursed in accordance with Subsection E of this Section. This fee shall be in
23 addition to the standard motor vehicle license tax imposed by Article VII, Section

1 5 of the Constitution of Louisiana, and a handling fee of three dollars and fifty cents
2 for each plate to be retained by the department to offset a portion of administrative
3 costs.
4 E.(1) The annual royalty fee shall be collected by the department and
5 forwarded to the Louisiana REALTORS Association Relief Fund. The monies in the
6 fund shall be utilized to provide financial relief to realtors and others following a
7 disaster and as permitted by that entity's bylaws.
8 (2) The amount forwarded to the Louisiana REALTORS Association Relief
9 Fund shall be deemed to be a charitable donation to that entity by the applicant.
10 (3) Application for the license plate created pursuant to this Section shall
11 constitute prior written consent and instruction by the applicant to the department to
12 provide his name, address, and birth date to the Louisiana REALTORS. The
13 secretary shall ensure that the application for the plate includes a statement granting
14 such consent.
15 F. The secretary shall promulgate and adopt rules and regulations as are
16 necessary to implement the provisions of this Section.
17 Section 2. The Department of Public Safety and Corrections, office of motor
18 vehicles, is hereby directed to create the special prestige license plate when the applicable
19 statutory provisions are met and their system is updated to accommodate the creation of new
20 plates.
