[R.S. 1:13(B) and 24:177(E)] HB 365 Engrossed 2019 Regular Session Dustin Miller Abstract: Creates the "Disabled Peace Officer" special prestige license plate. Provides for fees, distribution of fees, issuance, creation, design, and promulgation of rules applicable to this license plate. Proposed law requires the secretary of the Dept. of Public Safety and Corrections to issue special prestige license plates to be known as the "Disabled Peace Officer" license plate, provided there is a minimum of 1,000 applicants for such plate and specifies that the license plates are restricted to use on passenger cars, pickup trucks, recreational vehicles, and vans. Proposed law requires the secretary work in conjunction with the member of the House of Representatives representing House District No. 40 to select the color and design of the plate. Proposed law specifies that the license plate be issued, upon application, to any disabled peace officer, whether active or retired, who is a citizen of La. in the same manner as any other motor vehicle license plate. Proposed law requires the department to collect an annual royalty fee of $25 for each plate issued and specifies that such fees be collected by the department and forwarded to the La. Peace Officers Assoc. and specifies that any monies received from the royalty fees must be dedicated to activities and services provided by the association. Proposed law requires the department to collect a handling fee of $3.50 for each plate, to be retained by the department to offset a portion of the administrative costs. Proposed law directs the Dept. of Public Safety and Corrections, office of motor vehicles, to create the special prestige license plate when the applicable statutory provisions are met and their system is updated to accommodate the creation of new plates. Proposed law requires the secretary to promulgate and adopt rules and regulations to implement the provisions of proposed law. (Adds R.S. 47:463.202)
