APPROPRIATIONS/SUPPLEML:  Makes supplemental appropriations for Fiscal Year
2018-2019
1	AN ACT
2To appropriate funds  and to make certain reductions from certain sources to be allocated to
3 designated agencies and purposes in specific amounts for the making of
4 supplemental appropriations and reductions for said agencies and purposes for Fiscal
5 Year 2018-2019; to provide for an effective date; and to provide for related matters.
6Be it enacted by the Legislature of Louisiana:
7 Section 1.  The following sums are hereby appropriated from the sources specified for
8the purpose of making supplemental appropriations for Fiscal Year 2018-2019. Reductions
9are denoted in parentheses.

13 Section 2.  Notwithstanding the provisions of R.S. 49:112, the sum of $9,000,000, or so
14much thereof as may be necessary, is hereby appropriated out of the State General fund
15(Direct) for Fiscal Year 2018-2019 to be allocated to pay consent judgments and other final
16judgments against the state, and claims against the state for erroneous payments of corporate
17franchise tax, all as provided in this Section.  A judgment may only be paid from this
18appropriation if it is final.  All judgments provided for in this Section shall be paid as to
19principal, interest, court costs, and expert witness fees as awarded in each judgment, it being
20the intent herein that when the provisions of a judgment conflict with the provisions of this
21Act, the provisions of the judgment shall be controlling.  Any other provision of this Act not
22in conflict with the provisions of a judgment shall control.  Payment shall be made as to each
23judgment or final judgment only after presentation to the state treasurer of documentation
24required by the state treasurer.  Further, all judgments provided for in this Section shall be
25deemed to have been paid on the effective date of the Act, and interest shall cease to run as
26of that date.  A claim against the state for erroneous payments of corporate franchise tax may
27only be paid from this appropriation if it is final.  All claims for erroneous payments of
28corporate franchise tax provided for in this Section shall be paid as to principal and interest
29as awarded in each recommendation from the Board of Tax Appeals, it being the intent
30herein that when the provisions of a recommendation conflict with the provisions of this Act,
31the provisions of the recommendation shall be controlling. Payment shall be made as to each
32recommendation only after presentation to the state treasurer of documentation required by
33the state treasurer.  Further, all recommendations provided for in this Section shall be
