HB 392 Reengrossed 2019 Regular Session	Henry
Appropriates supplemental funding and provides for means of financing substitutions and other
budgetary adjustments for Fiscal Year 2018-2019. Provides for net increases (decreases) as follows:
State General Fund (Direct) by $102,422,862; Interagency Transfers by ($3,489,446); Fees & Self-
generated Revenues by $93,003,772; Statutory Dedications by $15,537,051; and Federal Funds by
$57,686,413.
Additionally appropriates $30,805,321 of State General Fund (Direct) of nonrecurring revenue out
of the surplus from Fiscal Year 2018-2019 for the Unfunded Accrued Liability in state retirement
systems.
Effective upon signature of the governor or lapse of time for gubernatorial action. Summary of Amendments Adopted by House
The Committee Amendments Proposed by House Committee on Appropriations to the original
bill:
1. Increase appropriations as follows: State General Fund (Direct) by $133,228,183; Fees
and Self-generated Revenue by $100,954,374; Statutory Dedications by $20,492,483;
Federal Funds by $55,653,577.
2. Decrease appropriations from Interagency Transfers by ($3,772,674).
The House Floor Amendments to the engrossed bill:
1. Reduce appropriations from State General Fund (Direct) to the Office of Juvenile Justice
and increase to the Secretary of State and Louisiana State University A & M College
resulting in no net increase (decrease) in appropriations.
2. Allocate funding in the Office of Risk Management for the Louisiana Naval Veterans
Memorial Commission's risk management premiums. 
3. Add 2 additional judgements.
4. Increase appropriations from Statutory Dedications from the East Baton Rouge Parish
Enhancement Fund by $100,000.
