ACT 50 (HB 392) 2019 Regular Session	Henry
Appropriates supplemental funding and provides for means of financing substitutions and
other budgetary adjustments for Fiscal Year 2018-2019. Provides for net increases
(decreases) as follows: State General Fund (Direct) by $100,768,117; Interagency Transfers
by $74,916,024; Fees & Self-generated Revenues by $18,929,662; Statutory Dedications by
($2,725,694); and Federal Funds by $108,920,745.
Additionally appropriates $30,805,321 of State General Fund (Direct) of nonrecurring
revenue out of the surplus from Fiscal Year 2018-2019 for the Unfunded Accrued Liability
in state retirement systems.
Effective upon signature of the governor (June 20, 2019).
VETO MESSAGE: "Please allow this letter to inform you that I have signed House Bill 392
of the 2019 Regular Session. However, I have exercised my line item veto authority granted
to me to veto three items. I have exercised my line item veto authority as follows:
Veto No. 1: 
Delete Page 31 of 31, lines 2-5:
Authorizes $4,270,000 for Airport Access Road, Planning and Construction (Iberia).
Veto No. 2:
Delete Page 31 of 31, lines 6-10:
Authorizes $1,400,000 for Rehabilitation of Hangar #88 and Associated Parking Lot,
Planning and Construction (Iberia).
Veto No. 3:
Delete Page 31 of 31, lines 11-15:
Authorizes $300,000 for Progress Point Business Park and Airport Gateway, Land
Acquisition, Planning and Construction (Iberia).
After communication with the legislative staff, it is my understanding that these projects
were included in House Bill 392 in error, as they are duplicative of projects that are also in
House Bill 2. Further, because of these projects, the enrolled version of House Bill 392
appropriates more revenue than is available in the current year. Therefore, pursuant to
Louisiana Constitution Art. 4, sec. 5(G)(2), to bring the appropriations contained in House
Bill 392 into balance, I have vetoed the three capital outlay projects listed above.
Enclosed is a copy of the signed version of House Bill 392. I have sent the original to the
Secretary of State."
