HB 423 Reengrossed 2019 Regular Session	Emerson
Abstract:  Repeals the provision that regulates the licensing agency or board to revoke occupational
or professional licenses for defaulting on certain students loans. 
Present law provides that a certifying licensing agency or board shall deny an application or an
application for renewal of, any license, permit, or certificate for defaulting on certain student loans
guaranteed by the special commission. 
Present law provides that an applicant who has defaulted on certain student loans may have their
license denied or issued conditionally upon complying with the repayment requirement of the loan. 
Present law provides that the licensing agency or board has the authority to make determinations on
the applicant's license based on recommendations by the special commission. 
Present law requires the licensing agency or board to notify the special commission of their
recommendation in denying or issuing a conditional license to an applicant.  
Proposed law repeals present law.
