MTR VEHICLE/LICEN PLATES:  Provides relative to specialty prestige license plates
1	AN ACT
2To amend and reenact R.S. 47:463.88(C) and (D) and to enact R.S. 47:463.202, relative to
3 motor vehicle special prestige license plates; to provide for the collection of an
4 annual royalty fee and the fee distribution for the "Kappa Alpha Psi Fraternity, Inc."
5 special prestige license plate; to establish the "Best Bank" special prestige license
6 plate; to provide for the creation, issuance, design, fees, distribution, and rule
7 promulgation applicable to such license plate; to provide for the fees for such plates;
8 and to provide for related matters.
9Be it enacted by the Legislature of Louisiana:
10 Section 1.  R.S. 47:463.88(C) and (D) are hereby amended and reenacted and R.S.
1147:463.202 is hereby enacted to read as follows:
12 §463.88.  Special prestige license plates; Kappa Alpha Psi Fraternity, Inc.

14	C.  The department shall collect a one-time an annual royalty fee of twenty-
15 five dollars for this prestige license plate.  The department shall also collect  the
16 regular motor vehicle license fee provided for in R.S. 47:463 and a handling fee of
17 three dollars and fifty cents.  The department shall retain the handling fee to offset
18 a portion of administrative costs.
19	D.  The department shall collect the one-time fee for the prestige license plate
20 and forward the fee to the state treasurer for immediate deposit in the state treasury

1 annual royalty fee shall be collected by the department and forwarded to the Beta
2 Iota Chapter of Kappa Alpha Psi Fraternity, Inc.

4 §463.202.  Special prestige license plate; "Best Bank"
5	A.  The secretary of the Department of Public Safety and Corrections shall
6 establish a special prestige motor vehicle license plate to be known as the "Best
7 Bank" plate, provided there is a minimum of one thousand applicants for such plate.
8 The plate shall be restricted to use on passenger cars, pickup trucks, recreational
9 vehicles, motorcycles, and vans.
10	B.  The secretary shall work in conjunction with the member of the House of
11 Representatives representing House District Number 102 to select the color and
12 design of the plate, provided it is in compliance with R.S. 47:463(A)(3).  The design
13 shall include the words "Best Bank".
14	C.  The special prestige license plate shall be issued, upon application, to any
15 citizen of Louisiana in the same manner as any other motor vehicle license plate.
16	D.  The department shall collect an annual royalty fee of twenty-five dollars
17 that shall be disbursed in accordance with Subsection E of this Section.  This fee
18 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
19 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
20 fifty cents for each plate to be retained by the department to offset a portion of
21 administrative costs.
22	E.  The annual royalty fee shall be collected by the department and forwarded
23 as follows:
24	(1)  One quarter of the royalty fee shall be dedicated to the Algiers Park
25 Commission to benefit parks and playgrounds within the Algiers community.
26	(2)  One quarter of the royalty fee shall be dedicated to the Early Childhood
27 Care and Education Network for the benefit of early education opportunities and
28 services provided to the Algiers community.

1	(3)  One half of the royalty fee shall be dedicated to the Algiers Development
2 District with one quarter to benefit streets, roads, and other transportation needs
3 within the Algiers community and the remaining one quarter to benefit economic
4 development in the Algiers community.
5	F.  The secretary shall promulgate and adopt rules and regulations as are
6 necessary to implement the provisions of this Section.
7 Section 2.  The Department of Public Safety and Corrections, office of motor
8vehicles, is hereby directed to create the "Best Bank" special prestige license plate when the
9applicable statutory provisions are met and their system is updated to accommodate the
10creation of new plates.

Abstract:  Provides relative to the fee collected for the Kappa Alpha Psi Fraternity, Inc.
special prestige license plate and creates the "Best Bank" special prestige license
plate.  Provides for fees, distribution of fees, issuance, creation, design, and rule
promulgation applicable to this specialty prestige license plate.
Present law provides for the collection of a one-time fee for the Kappa Alpha Psi Fraternity,
Inc. special prestige license plate and requires the department to collect the annual royalty
fee and forward it to the state treasurer for immediate deposit into the state treasury.
Proposed law changes the one-time fee to an annual royalty fee and requires the department
to collect the annual royalty fee and forward it to the Beta Iota Chapter of Kappa Alpha Psi
Fraternity, Inc.
Proposed law requires that the secretary of the Dept. of Public Safety and Corrections issue
special prestige license plates to be known as the "Best Bank" license plate.
Proposed law provides for the secretary to work in conjunction with the member of the
House of Representatives representing House District No. 102 to select the color and design
of the plate.  Requires the design to include the words "Best Bank".
Proposed law specifies that the license plate be issued, upon application, to any citizen of
La. in the same manner as any other motor vehicle license plate.
Proposed law requires that the department collect a $25 annual royalty fee for each plate
issued and distribute the royalty fee as follows:
(1)1/4 to the Algiers Park Commission for the benefit of parks and playgrounds within
the Algiers community.

(2)1/4 to the Early Childhood Care and Education Network to be used for the specific
benefit of early education opportunities and services provided to the Algiers
community.
(3)1/2 to the Algiers Development District with 1/4 to benefit streets, roads, and other
transportation needs within the Algiers community and the remaining 1/4 to benefit 
economic development in the Algiers community.
Proposed law requires the department to collect a handling fee of $3.50 for each plate, to be
retained by the department to offset a portion of the administrative costs, in addition to the
standard motor vehicle license tax for each plate issued.
Proposed law requires that the secretary adopt rules and regulations as are necessary to
implement proposed law.
Proposed law directs the Dept. of Public Safety and Corrections, office of motor vehicles,
to create the "Best Bank" special prestige license plate when the applicable statutory
provisions are met and their system is updated to accommodate the creation of new plates.
