MTR VEHICLE/LICEN PLATES: Provides relative to specialty prestige license plates
1 AN ACT
2To amend and reenact R.S. 47:463.73(G) and 463.88(C) and (D) and to enact R.S.
3 47:463.202, relative to motor vehicle special prestige license plates; to provide for
4 the collection of an annual royalty fee and the fee distribution for the "Kappa Alpha
5 Psi Fraternity, Inc." special prestige license plate; to establish the St. Michael the
6 Archangel High School" special prestige license plate; to establish the "Best Bank"
7 special prestige license plate; to provide for the creation, issuance, design, fees,
8 distribution, and rule promulgation applicable to such license plate; to provide for
9 the fees for such plates; and to provide for related matters.
10Be it enacted by the Legislature of Louisiana:
11 Section 1. R.S. 47:463.73(G) and 463.88(C) and (D) are hereby amended and
12reenacted and R.S. 47:463.202 is hereby enacted to read as follows:
13 §463.73. Special prestige license plate; Louisiana parochial, public, and private high
14 schools

16 G. The secretary shall establish special prestige license plates for Archbishop
17 Hannan High School, Jesuit High School, Mount Carmel Academy, the Academy of
18 the Sacred Heart, Saint Katharine Drexel Preparatory School, Acadiana High School,
19 Glen Oaks High School, Neville High School, Carroll High School, Brusly High

1 School, Port Allen High School, Covington High School, Scotlandville Magnet High
2 School, St. Michael the Archangel High School, and any other parochial, public, or
3 private Louisiana high school in accordance with the provisions of this Section as it
4 was enacted.

6 §463.88. Special prestige license plates; Kappa Alpha Psi Fraternity, Inc.

8 C. The department shall collect a one-time an annual royalty fee of twenty-
9 five dollars for this prestige license plate. The department shall also collect the
10 regular motor vehicle license fee provided for in R.S. 47:463 and a handling fee of
11 three dollars and fifty cents. The department shall retain the handling fee to offset
12 a portion of administrative costs.
13 D. The department shall collect the one-time fee for the prestige license plate
14 and forward the fee to the state treasurer for immediate deposit in the state treasury
15 annual royalty fee shall be collected by the department and forwarded to the Kappa
16 Foundation of Kappa Alpha Psi Fraternity, Inc. to be earmarked for Kappa Kamp.

18 §463.202. Special prestige license plate; "Best Bank"
19 A. The secretary of the Department of Public Safety and Corrections shall
20 establish a special prestige motor vehicle license plate to be known as the "Best
21 Bank" plate, provided there is a minimum of one thousand applicants for such plate.
22 The plate shall be restricted to use on passenger cars, pickup trucks, recreational
23 vehicles, motorcycles, and vans.
24 B. The secretary shall work in conjunction with the member of the House of
25 Representatives representing House District Number 102 to select the color and
26 design of the plate, provided it is in compliance with R.S. 47:463(A)(3). The design
27 shall include the words "Best Bank".
28 C. The special prestige license plate shall be issued, upon application, to any
29 citizen of Louisiana in the same manner as any other motor vehicle license plate.

1 D. The department shall collect an annual royalty fee of twenty-five dollars
2 that shall be disbursed in accordance with Subsection E of this Section. This fee
3 shall be in addition to the standard motor vehicle license tax imposed by Article VII,
4 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
5 fifty cents for each plate to be retained by the department to offset a portion of
6 administrative costs.
7 E. The annual royalty fee shall be collected by the department and forwarded
8 as follows:
9 (1) One quarter of the royalty fee shall be dedicated to the Algiers Park
10 Commission to benefit parks and playgrounds within the Algiers community.
11 (2) One quarter of the royalty fee shall be dedicated to the Early Childhood
12 Care and Education Network for the benefit of early education opportunities and
13 services provided to the Algiers community.
14 (3) One half of the royalty fee shall be dedicated to the Algiers Development
15 District with one quarter to benefit streets, roads, and other transportation needs
16 within the Algiers community and the remaining one quarter to benefit economic
17 development in the Algiers community.
18 F. The secretary shall promulgate and adopt rules and regulations as are
19 necessary to implement the provisions of this Section.
20 Section 2. The Department of Public Safety and Corrections, office of motor
21vehicles, is hereby directed to create the "Best Bank" special prestige license plate when the
22applicable statutory provisions are met and its system is updated to accommodate the
23creation of new plates.

Present law provides for the creation of special prestige license plates for Archbishop
Hannan High School, Jesuit High School, Mount Carmel Academy, the Academy of the
Sacred Heart, Saint Katharine Drexel Preparatory School, Acadiana High School, Glen Oaks
High School, Neville High School, Carroll High School, Brusly High School, Port Allen
High School, Covington High School, Scotlandville Magnet High School, and any other
parochial, public, or private La. high school.
Proposed law adds St. Michael the Archangel High School to the list of high schools for
which a special prestige license plate will be established. Additionally, all present law
provisions applicable to special prestige license plates; such as creation, issuance, design,
fees, distribution, and rule promulgation, are applicable to the "St. Michael the Archangel
High School" plate.
Present law provides for the collection of a one-time fee for the Kappa Alpha Psi Fraternity,
Inc., special prestige license plate and requires the department to collect the annual royalty
fee and forward it to the state treasurer for immediate deposit into the state treasury.
Proposed law changes the one-time fee to an annual royalty fee and requires the department
to collect the annual royalty fee and forward it to the Kappa Foundation of Kappa Alpha Psi
Fraternity, Inc. to be earmarked for Kappa Kamp.
Proposed law requires that the secretary of the Dept. of Public Safety and Corrections issue
a special prestige license plate to be known as the "Best Bank" license plate.
Proposed law provides for the secretary to work in conjunction with the member of the
House of Representatives representing House District No. 102 to select the color and design
of the plate. Requires the design to include the words "Best Bank".
Proposed law specifies that the license plate be issued, upon application, to any citizen of

Proposed law requires that the department collect a $25 annual royalty fee for each plate
issued and distribute the royalty fee as follows:
(1)1/4 to the Algiers Park Commission for the benefit of parks and playgrounds within

(2)1/4 to the Early Childhood Care and Education Network to be used for the specific
benefit of early education opportunities and services provided to the Algiers
community.
(3)1/2 to the Algiers Development District with 1/4 to benefit streets, roads, and other
transportation needs within the Algiers community and the remaining 1/4 to benefit
economic development in the Algiers community.
Proposed law requires the department to collect a handling fee of $3.50 for each plate, to be
retained by the department to offset a portion of the administrative costs, in addition to the
standard motor vehicle license tax for each plate issued.
Proposed law requires that the secretary adopt rules and regulations as are necessary to
implement proposed law.
Proposed law directs the Dept. of Public Safety and Corrections, office of motor vehicles,
to create the "Best Bank" special prestige license plate when the applicable statutory
provisions are met and its system is updated to accommodate the creation of new plates.

The House Floor Amendments to the engrossed bill:
