1 AN ACT
2 To amend and reenact R.S. 47:463.73(G) and 463.88(C) and (D) and to enact R.S.
3 47:463.202, relative to motor vehicle special prestige license plates; to provide for
4 the collection of an annual royalty fee and the fee distribution for the "Kappa Alpha
5 Psi Fraternity, Inc." special prestige license plate; to establish the St. Michael the
6 Archangel High School" special prestige license plate; to establish the "Best Bank"
7 special prestige license plate; to provide for the creation, issuance, design, fees,
8 distribution, and rule promulgation applicable to such license plate; to provide for
9 the fees for such plates; and to provide for related matters.
10 Be it enacted by the Legislature of Louisiana:
11 Section 1. R.S. 47:463.73(G) and 463.88(C) and (D) are hereby amended and
12 reenacted and R.S. 47:463.202 is hereby enacted to read as follows:
13 §463.73. Special prestige license plate; Louisiana parochial, public, and private high
14 schools

16 G. The secretary shall establish special prestige license plates for Archbishop
17 Hannan High School, Jesuit High School, Mount Carmel Academy, the Academy of
18 the Sacred Heart, Saint Katharine Drexel Preparatory School, Acadiana High School,
19 Glen Oaks High School, Neville High School, Carroll High School, Brusly High
20 School, Port Allen High School, Covington High School, Scotlandville Magnet High
21 School, St. Michael the Archangel High School, and any other parochial, public, or

1 private Louisiana high school in accordance with the provisions of this Section as it
2 was enacted.

4 §463.88. Special prestige license plates; Kappa Alpha Psi Fraternity, Inc.

6 C. The department shall collect a one-time an annual royalty fee of twenty-
7 five dollars for this prestige license plate. The department shall also collect the
8 regular motor vehicle license fee provided for in R.S. 47:463 and a handling fee of
9 three dollars and fifty cents. The department shall retain the handling fee to offset
10 a portion of administrative costs.
11 D. The department shall collect the one-time fee for the prestige license plate
12 and forward the fee to the state treasurer for immediate deposit in the state treasury
13 annual royalty fee shall be collected by the department and forwarded to the Kappa
14 Foundation of Kappa Alpha Psi Fraternity, Inc. to be earmarked for Kappa Kamp.

16 §463.202. Special prestige license plate; "Best Bank"
17 A. The secretary of the Department of Public Safety and Corrections shall
18 establish a special prestige motor vehicle license plate to be known as the "Best
19 Bank" plate, provided there is a minimum of one thousand applicants for such plate.
20 The plate shall be restricted to use on passenger cars, pickup trucks, recreational
21 vehicles, motorcycles, and vans.
22 B. The secretary shall work in conjunction with the member of the House of
23 Representatives representing House District Number 102 to select the color and
24 design of the plate, provided it is in compliance with R.S. 47:463(A)(3). The design
25 shall include the words "Best Bank".
26 C. The special prestige license plate shall be issued, upon application, to any
27 citizen of Louisiana in the same manner as any other motor vehicle license plate.
28 D. The department shall collect an annual royalty fee of twenty-five dollars
29 that shall be disbursed in accordance with Subsection E of this Section. This fee
30 shall be in addition to the standard motor vehicle license tax imposed by Article VII,

1 Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and
2 fifty cents for each plate to be retained by the department to offset a portion of
3 administrative costs.
4 E. The annual royalty fee shall be collected by the department and forwarded
5 as follows:
6 (1) One quarter of the royalty fee shall be dedicated to the Algiers Park
7 Commission to benefit parks and playgrounds within the Algiers community.
8 (2) One quarter of the royalty fee shall be dedicated to the Early Childhood
9 Care and Education Network for the benefit of early education opportunities and
10 services provided to the Algiers community.
11 (3) One half of the royalty fee shall be dedicated to the Algiers Development
12 District with one quarter to benefit streets, roads, and other transportation needs
13 within the Algiers community and the remaining one quarter to benefit economic
14 development in the Algiers community.
15 F. The secretary shall promulgate and adopt rules and regulations as are
16 necessary to implement the provisions of this Section.
17 Section 2. The Department of Public Safety and Corrections, office of motor
18 vehicles, is hereby directed to create the "Best Bank" special prestige license plate when the
19 applicable statutory provisions are met and its system is updated to accommodate the
20 creation of new plates.
