Abstract:  Provides relative to the fee collected for the Kappa Alpha Psi Fraternity, Inc., special
prestige license plate and creates the "Best Bank" special prestige license plate.  Provides for
fees, distribution of fees, issuance, creation, design, and rule promulgation applicable to this
specialty prestige license plate.
Present law provides for the collection of a one-time fee for the Kappa Alpha Psi Fraternity, Inc.,
special prestige license plate and requires the department to collect the annual royalty fee and
forward it to the state treasurer for immediate deposit into the state treasury.
Proposed law changes the one-time fee to an annual royalty fee and requires the department to collect
the annual royalty fee and forward it to the Beta Iota Chapter of Kappa Alpha Psi Fraternity, Inc.
Proposed law requires that the secretary of the Dept. of Public Safety and Corrections issue a special
prestige license plate to be known as the "Best Bank" license plate.
Proposed law provides for the secretary to work in conjunction with the member of the House of
Representatives representing House District No. 102 to select the color and design of the plate. 
Requires the design to include the words "Best Bank".
Proposed law specifies that the license plate be issued, upon application, to any citizen of La. in the
same manner as any other motor vehicle license plate.
Proposed law requires that the department collect a $25 annual royalty fee for each plate issued and
distribute the royalty fee as follows:
(1)1/4 to the Algiers Park Commission for the benefit of parks and playgrounds within the
Algiers community.
(2)1/4 to the Early Childhood Care and Education Network to be used for the specific benefit
of early education opportunities and services provided to the Algiers community.
(3)1/2 to the Algiers Development District with 1/4 to benefit streets, roads, and other
transportation needs within the Algiers community and the remaining 1/4 to benefit 
economic development in the Algiers community.
Proposed law requires the department to collect a handling fee of $3.50 for each plate, to be retained by the department to offset a portion of the administrative costs, in addition to the standard motor
vehicle license tax for each plate issued.
Proposed law requires that the secretary adopt rules and regulations as are necessary to implement
proposed law.
Proposed law directs the Dept. of Public Safety and Corrections, office of motor vehicles, to create
the "Best Bank" special prestige license plate when the applicable statutory provisions are met and
their system is updated to accommodate the creation of new plates.
