HOUSE BILL NO. 54

DISTRICTS/HOSPITAL SERVC:  Provides relative to the board of commissioners of
Concordia Parish Hospital Service District Number One
1	AN ACT
2To amend and reenact R.S. 46:1053(Q)(2), relative to Concordia Parish Hospital Service
3 District Number One; to provide relative to the membership of the governing board
4 of commissioners; and to provide for related matters.
5	Notice of intention to introduce this Act has been published
6	as provided by Article III, Section 13 of the Constitution of
7	Louisiana.
8Be it enacted by the Legislature of Louisiana:
9 Section 1.  R.S. 46:1053(Q)(2) is hereby amended and reenacted to read as follows:
10 ยง1053.  Commission; qualification of members; appointment; vacancies;
11	compensation; removal of commissioners; certain powers

15	(2)  Upon expiration of the term of each of the initial two additional
16 commissioners appointed pursuant to this Subsection, the successors of one of such
17 additional commissioners shall be appointed by the police jury of the parish and shall
18 serve six-year terms and be subject to removal as provided in Subsection C of this
19 Section.  Each of the successors of the remaining additional commissioner shall be
20 designated as the physician member.  The police jury shall appoint the immediate

1 past chief of staff of the hospital medical staff as the physician member.  The
2 medical staff of the Riverland Medical Center shall elect an active member of the
3 medical staff at the medical center to serve as the physician member.  The term of
4 the physician member shall be two years and the outgoing chief of staff shall be his
5 successor.  The physician member shall not be is subject to the requirements of
6 Subsection A of this Section that commissioners be qualified voters and residents of
7 the district.

9 Section 2.  This Act shall become effective upon signature by the governor or, if not
10signed by the governor, upon expiration of the time for bills to become law without signature
11by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If
12vetoed by the governor and subsequently approved by the legislature, this Act shall become
13effective on the day following such approval.

Abstract:  Provides relative to the membership of the governing board of commissioners
of Concordia Parish Hospital Service District Number One.
Present law generally authorizes parish governing authorities to create hospital service
districts within the respective parishes or to combine two or more parishes into a single
hospital service district.  Provides generally that hospital service districts are governed by
a board of five commissioners.  Further requires that commissioners be qualified voters and
residents of the district.
Present law provides that Concordia Parish Hospital Service District Number One be
governed by a board of commissioners of seven members.  Further requires that the two
additional commissioners provided for by present law be appointed initially by the governor. 
Proposed law retains present law.
Present law provides that, upon expiration of the terms of the initial two additional
commissioners, the successors of one such commissioner be designated as the physician
member, and that the term of such member be two years.  Proposed law retains present law.
Present law requires that the police jury appoint the immediate past chief of staff of the
hospital medical staff as the physician member.  Provides that, upon completion of his term,
the outgoing chief of shall staff be his successor.  Further exempts the physician member
from present law requirements that commissioners be qualified voters and residents of the

district.  Proposed law deletes present law provisions and instead provides for  the following
changes:
(1)Replaces the police jury with the medical staff at Riverland Medical Center as the
appointing entity of the physician member, and specifies that such member shall be
elected by such staff.
(2)Requires that the physician member be an active member of the medical staff at
Riverland Medical Center.
(3)Provides that the physician member be a qualified voter and resident of the district.
Effective upon signature of governor or lapse of time for gubernatorial action.
