HOUSE BILL NO. 576
BY REPRESENTATIVE ZERINGUE
1	AN ACT
2 To enact R.S. 17:3129.9, relative to the financial authority of the Board of Regents; to
3 authorize the board of Regents to carryover certain monies at the end of a fiscal year;
4 to provide an effective date; and to provide for related matters.
5 Be it enacted by the Legislature of Louisiana:
6 Section 1.  R.S. 17:3129.9 is hereby enacted to read as follows: 
7 ยง3129.9.  Authority to carryover interagency transfers and self-generated revenues;
8	the Louisiana Universities Marine Consortium and LOUIS: The Louisiana
9	Library Network
10	A.  The Board of Regents, as the governing authority of the Louisiana
11 Universities Marine Consortium (LUMCON), may retain and carryover into the next
12 fiscal year those balances in LUMCON's interagency transfers and self-generated
13 revenue accounts which remain unexpended at the end of a fiscal year.
14	B.  The Board of Regents, as the governing authority of LOUIS: The
15 Louisiana Library Network (LOUIS), may retain and carryover into the next fiscal
16 year those balances in LOUIS's interagency transfers and self-generated revenue
17 accounts which remain unexpended at the end of a fiscal year.
18 Section 2.  This Act shall become effective upon signature by the governor or, if not
19 signed by the governor, upon expiration of the time for bills to become law without signature
20 by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana.  If

1 vetoed by the governor and subsequently approved by the legislature, this Act shall become
2 effective on the day following such approval.
