HOUSE BILL NO. 89

COLLEGES/COMMUNITY AND TECHNICAL:  Renames the Northwest La. Technical
College as the Northwest Louisiana Technical Community College and provides for
an expansion of its mission and educational program
1	AN ACT
2To amend R.S. 17:3217.1(A)(9) through (13) and to enact R.S. 17:3217.1(A)(14) and 3233,
3 relative to the Louisiana Community and Technical College System; to provide
4 relative to the Northwest Louisiana Technical Community College; to provide with
5 respect to the management, supervision, operation, name, and mission of the
6 institution; to provide with respect to program offerings; to provide for the awarding
7 of certificates, diplomas, and degrees; to provide for the duties and responsibilities
8 of the Board of Regents and the Board of Supervisors of Community and Technical
9 Colleges; to provide relative to accreditation; and to provide for related matters.
10Be it enacted by the Legislature of Louisiana:
11 Section 1.  R.S. 17:3217.1(A)(9) through (13) are hereby amended and reenacted and
12R.S. 17:3217.1(A)(14) and 3233 are hereby enacted to read as follows: 
13 §3217.1.  Louisiana Community and Technical College system
14	A.  The Louisiana Community and Technical College System is composed
15 of the institutions under the supervision and management of the Board of Supervisors
16 of Community and Technical Colleges as follows:

1	(10) (11)  South Louisiana Community College.
2	(11) (12)  Sowela Technical Community College.
3	(12) (13)  All public postsecondary technical colleges which provide
4 vocational-technical education.
5	(13) (14)  Any other community college, technical college, or other
6 institution or program now or hereafter under the supervision and management of the
7 Board of Supervisors of Community and Technical Colleges.

9 §3233.  Northwest Louisiana Technical Community College; mission, management,
10	and operation
11	A.(1)  The Northwest Louisiana Technical College is hereby renamed as the
12 Northwest Louisiana Technical Community College and shall continue to serve as
13 a multi-campus public postsecondary education institution.  The institution and its
14 programs shall remain under the supervision and management of the Board of
15 Supervisors of Community and Technical Colleges, subject to the appropriate
16 approval of and oversight by the Board of Regents.
17	(2)  The institution's mission is hereby expanded to include providing a
18 comprehensive educational program that meets the needs of the students and
19 communities within its primary service delivery area.  Such program may include
20 career and technical education and training, workforce development training, adult
21 basic education, continuing education, general education, associate degree programs,
22 college transfer degree programs, and other educational programs and opportunities.
23	B.  The Northwest Louisiana Technical Community College may grant
24 certificates, diplomas, associate degrees, and associate transfer degrees as authorized
25 by the Board of Supervisors of Community and Technical Colleges and the
26 appropriate regional accrediting body as recognized by the United States Department
27 of Education.
28	C.  The Northwest Louisiana Technical Community College shall provide
29 educational programs and services through the campuses of the Northwest Louisiana

1 Technical College and through any other postsecondary education campus or
2 institution which may become a part of the Northwest Louisiana Technical
3 Community College or its primary service delivery area.
4	D.  The Board of Supervisors of Community and Technical Colleges and the
5 Board of Regents shall work closely with the Northwest Louisiana Technical
6 Community College and the appropriate accrediting body to ensure that the
7 institution and all program offerings are fully accredited.

Abstract:  Renames the Northwest La. Technical College as the Northwest La. Technical
Community College and provides for an expansion of its mission and educational
program.
Proposed law:
(1)Renames the Northwest La. Technical College as the Northwest La. Technical
Community College (NLTCC) and provides for continued supervision and
management by the Bd. of Supervisors of Community and Technical Colleges (board
of supervisors), subject to the approval of and oversight by the Bd. of Regents
(Regents).
(2)Expands NLTCC's mission to include providing a comprehensive educational
program that meets the needs of the students and communities within its primary
service delivery area.
(3)Authorizes NLTCC to grant certificates, diplomas, associate degrees, and associate
transfer degrees.
(4) Requires NLTCC to provide educational programs and services through the
campuses of the Northwest La. Technical College and through any other
postsecondary education campus or institution which may become a part of the
NLTCC or its primary service delivery area.
(5) Requires the board of supervisors and Regents to work closely with NLTCC and the
appropriate accrediting body to ensure accreditation.
