COLLEGES/COMMUNITY AND TECHNICAL: Renames the Northwest La. Technical
College as the Northwest Louisiana Technical Community College and provides for
an expansion of its mission and educational program
1 AN ACT
2To amend and reenact R.S. 17:3217.1(A)(9) through (13) and to enact R.S.
3 17:3217.1(A)(14) and 3233, relative to the Louisiana Community and Technical
4 College System; to provide relative to the Northwest Louisiana Technical
5 Community College; to provide with respect to the management, supervision,
6 operation, name, and mission of the institution; to provide with respect to program
7 offerings; to provide for the awarding of certificates, diplomas, and degrees; to
8 provide for the duties and responsibilities of the Board of Regents and the Board of
9 Supervisors of Community and Technical Colleges; to provide relative to
10 accreditation; and to provide for related matters.
11Be it enacted by the Legislature of Louisiana:
12 Section 1. R.S. 17:3217.1(A)(9) through (13) are hereby amended and reenacted and
13R.S. 17:3217.1(A)(14) and 3233 are hereby enacted to read as follows:

1 §3217.1. Louisiana Community and Technical College system System
2 A. The Louisiana Community and Technical College System is composed
3 of the institutions under the supervision and management of the Board of Supervisors
4 of Community and Technical Colleges as follows:

6 (9) Northwest Louisiana Technical Community College.
7 (10) River Parishes Community College.
8 (10) (11) South Louisiana Community College.
9 (11) (12) Sowela Technical Community College.
10 (12) (13) All public postsecondary technical colleges which provide
11 vocational-technical education.
12 (13) (14) Any other community college, technical college, or other
13 institution or program now or hereafter under the supervision and management of the
14 Board of Supervisors of Community and Technical Colleges.

16 §3233. Northwest Louisiana Technical Community College; mission, management,
17 and operation
18 A.(1) The Northwest Louisiana Technical College is hereby renamed as the
19 Northwest Louisiana Technical Community College and shall continue to serve as
20 a multi-campus public postsecondary education institution. The institution and its
21 programs shall remain under the supervision and management of the Board of
22 Supervisors of Community and Technical Colleges, subject to the appropriate
23 approval of and oversight by the Board of Regents.
24 (2) The institution's mission is hereby expanded to include providing a
25 comprehensive educational program that meets the needs of the students and
26 communities within its primary service delivery area. Such program may include
27 career and technical education and training, workforce development training, adult
28 basic education, continuing education, general education, associate degree programs,
29 college transfer degree programs, and other educational programs and opportunities.

1 B. The Northwest Louisiana Technical Community College may grant
2 certificates, diplomas, associate degrees, and associate transfer degrees as authorized
3 by the Board of Supervisors of Community and Technical Colleges and the
4 appropriate regional accrediting body as recognized by the United States Department
5 of Education.
6 C. The Northwest Louisiana Technical Community College shall provide
7 educational programs and services through its campuses and through any campus
8 that is part of the college or its primary service delivery area.
9 D. The Board of Supervisors of Community and Technical Colleges and the
10 Board of Regents shall work closely with the Northwest Louisiana Technical
11 Community College and the appropriate accrediting body to ensure that the
12 institution and all program offerings are fully accredited.

Abstract: Renames the Northwest La. Technical College as the Northwest La. Technical
Community College and provides for an expansion of its mission and educational
program.
Proposed law:
(1)Renames the Northwest La. Technical College as the Northwest La. Technical
Community College (NLTCC) and provides for continued supervision and
management by the Bd. of Supervisors of Community and Technical Colleges (board
of supervisors), subject to the approval of and oversight by the Bd. of Regents
(Regents).
(2)Expands NLTCC's mission to include providing a comprehensive educational
program that meets the needs of the students and communities within its primary
service delivery area.
(3)Authorizes NLTCC to grant certificates, diplomas, associate degrees, and associate
transfer degrees.
(4)Requires NLTCC to provide educational programs and services through its campuses
and any campus or institution that is part of NLTCC or its primary service delivery
area.
(5)Requires the board of supervisors and Regents to work closely with NLTCC and the
appropriate accrediting body to ensure accreditation.
