RÉSUMÉ DIGEST ACT 287 (HB 89) 2019 Regular Session McMahen New law: (1)Renames the Northwest La. Technical College as the Northwest La. Technical Community College (NLTCC) and provides for continued supervision and management by the Bd. of Supervisors of Community and Technical Colleges (board of supervisors), subject to the approval of and oversight by the Bd. of Regents (Regents). (2)Expands NLTCC's mission to include providing a comprehensive educational program that meets needs within its primary service delivery area. (3)Authorizes NLTCC to grant certificates, diplomas, associate degrees, and associate transfer degrees. (4)Requires NLTCC to provide educational programs and services through its campuses and any campus or institution that is part of NLTCC or its primary service delivery area. (5)Requires the board of supervisors and Regents to work closely with NLTCC and the appropriate accrediting body to ensure accreditation. Existing law authorizes the board of supervisors to approve a specific list of capital improvement projects to be financed through the issuance of bonds, one of which is advanced workforce training at Delgado Community College, and caps the amount to be financed for such project at $7.2 million. Prior law limited the application of such financing to Blair Campus in Metairie in Jefferson Parish. New law lifts the Blair Campus-specific limitation and authorizes this at any/all of the seven sites comprising Delgado (located in both Jefferson and Orleans parishes). Effective August 1, 2019.
