HOUSE CONCURRENT RESOL UTION NO. 103
BY REPRESENTATIVE IVEY
LOCAL AGENCIES:  Requests the office of technology services to develop a survey of
information technology systems used by local government, to compile responses, and
to report to the legislature
1	A CONCURRENT RESOL UTION
2To urge and request the office of technology services within the division of administration
3 to develop a survey questionnaire to be used by local government agencies to
4 provide detailed information regarding information technology systems used by local
5 government agencies in Louisiana, to compile the information submitted in response
6 to the survey questionnaire, and to report its findings to the legislature by
7 December 1, 2019.
8 WHEREAS, information technology systems and services are an integral component
9of the delivery of services to the citizens of the state by local government agencies, and the
10records and information contained in information technology systems are a critical asset and
11responsibility of the local government agencies; and
12 WHEREAS, information technology, both hardware and software, evolves very
13quickly and keeping it up to date may require significant funding, but failing to do so can
14also become a drain on public funds due to inefficiencies caused by slow or incompatible
15systems, social and economic costs of failures in older technology, and exposure to
16malicious attacks to which older technology is more vulnerable; and
17 WHEREAS, interruption in the availability of information technology systems and
18services presents a risk to the continuity of delivery of services to citizens and support of
19the operations of local government agencies; and

1 WHEREAS, the information technology systems and services of local government
2agencies in Louisiana should incorporate the most effective technology available to ensure
3continuity of operations, protection of public information, long-term cost savings through
4efficiency, and availability of services to citizens of the state.
5 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
6urge and request the office of technology services within the division of administration to
7develop a survey questionnaire to be used by local government agencies to provide detailed
8information regarding information technology systems used by local government agencies
9in Louisiana.
10 BE IT FURTHER RESOLVED that in developing and distributing the survey
11questionnaire, the office of technology services shall work with the Police Jury Association
12of Louisiana, Louisiana School Boards Association, Louisiana Sheriffs' Association,
13Louisiana Municipal Association, Louisiana Assessors' Association, Louisiana State
14Coroner's Association, Louisiana Clerks of Court Association, Louisiana District Attorneys
15Association, and Louisiana Association of Chiefs of Police.
16 BE IT FURTHER RESOLVED that the survey questionnaire shall be designed to
17elicit detailed information from local government agencies concerning their information
18technology systems so that the office of technology services can use the information
19provided in response to the survey questionnaire to provide a report to the legislature that
20contains a detailed and comprehensive view of information technology systems used by local
21government agencies.
22 BE IT FURTHER RESOLVED that the report of the office of technology services
23shall include at a minimum the following information:
24 (1)  A detailed description of each information technology system used by local
25government agencies, including without limitation the estimated useful life of software and
26hardware included in the system and requirements to support the system.
27 (2)  Identification of systems that are inefficient, recommendations for improvements
28of such inefficient systems, and potential costs and cost savings of such improvements.

1 (3)  Identification of points of risk of failure of aging systems, estimates of the social
2and economic impacts of any such failure, and potential costs and risk reductions gained by
3updating such systems.
4 (4)  Identification of risk of unauthorized access, loss or corruption of data, and
5exposure to malicious software, the severity of such risks, estimates of the social and
6economic impacts of any such attack, and potential costs and risk reductions gained by
7updating such systems.
8 (5)  Recommended priorities for upgrades considering all such costs, liabilities, and
9benefits.
10 BE IT FURTHER RESOLVED that the report of the office of technology services
11shall include findings for each local government agency and findings that are not agency-
12specific.
13 BE IT FURTHER RESOLVED that the office of technology services shall submit
14its report to the legislature by December 1, 2019.
15 BE IT FURTHER RESOLVED that the report of the office of technology services
16shall be delivered to the legislature in accordance with R.S. 24:772 except that information
17in the report that would be exempt from disclosure pursuant to R.S. 44:3.1 or another
18provision of the Public Records Law shall be excised from the report submitted to the
19legislature and delivered in a separate report to the House Select Committee on Homeland
20Security and the Senate Select Committee on Homeland Security meeting, jointly or
21separately, in executive session.
