ENROLLED 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 103 BY REPRESENTATIVE IVEY A CONCURRENT RESOL UTION To urge and request the office of technology services within the division of administration to develop a survey questionnaire to be used by local government agencies to provide detailed information regarding information technology systems used by local government agencies in Louisiana, to compile the information submitted in response to the survey questionnaire, and to report its findings to the legislature by December 1, 2019. WHEREAS, information technology systems and services are an integral component of the delivery of services to the citizens of the state by local government agencies, and the records and information contained in information technology systems are a critical asset and responsibility of the local government agencies; and WHEREAS, information technology, both hardware and software, evolves very quickly and keeping it up to date may require significant funding, but failing to do so can also become a drain on public funds due to inefficiencies caused by slow or incompatible systems, social and economic costs of failures in older technology, and exposure to malicious attacks to which older technology is more vulnerable; and WHEREAS, interruption in the availability of information technology systems and services presents a risk to the continuity of delivery of services to citizens and support of the operations of local government agencies; and WHEREAS, the information technology systems and services of local government agencies in Louisiana should incorporate the most effective technology available to ensure continuity of operations, protection of public information, long-term cost savings through efficiency, and availability of services to citizens of the state. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the office of technology services within the division of administration to Page 1 of 3 HCR NO. 103 ENROLLED develop a survey questionnaire to be used by local government agencies to provide detailed information regarding information technology systems used by local government agencies in Louisiana. BE IT FURTHER RESOLVED that in developing and distributing the survey questionnaire, the office of technology services shall work with the Police Jury Association of Louisiana, Louisiana School Boards Association, Louisiana Sheriffs' Association, Louisiana Municipal Association, Louisiana Assessors' Association, Louisiana State Coroner's Association, Louisiana Clerks of Court Association, Louisiana District Attorneys Association, and Louisiana Association of Chiefs of Police. BE IT FURTHER RESOLVED that the survey questionnaire shall be designed to elicit detailed information from local government agencies concerning their information technology systems so that the office of technology services can use the information provided in response to the survey questionnaire to provide a report to the legislature that contains a detailed and comprehensive view of information technology systems used by local government agencies. BE IT FURTHER RESOLVED that the report of the office of technology services shall include at a minimum the following information: (1) A detailed description of each information technology system used by local government agencies, including without limitation the estimated useful life of software and hardware included in the system and requirements to support the system. (2) Identification of systems that are inefficient, recommendations for improvements of such inefficient systems, and potential costs and cost savings of such improvements. (3) Identification of points of risk of failure of aging systems, estimates of the social and economic impacts of any such failure, and potential costs and risk reductions gained by updating such systems. (4) Identification of risk of unauthorized access, loss or corruption of data, and exposure to malicious software, the severity of such risks, estimates of the social and economic impacts of any such attack, and potential costs and risk reductions gained by updating such systems. (5) Recommended priorities for upgrades considering all such costs, liabilities, and benefits. Page 2 of 3 HCR NO. 103 ENROLLED BE IT FURTHER RESOLVED that the report of the office of technology services shall include findings for each local government agency and findings that are not agency- specific. BE IT FURTHER RESOLVED that the office of technology services shall submit its report to the legislature by December 1, 2019. BE IT FURTHER RESOLVED that the report of the office of technology services shall be delivered to the legislature in accordance with R.S. 24:772 except that information in the report that would be exempt from disclosure pursuant to R.S. 44:3.1 or another provision of the Public Records Law shall be excised from the report submitted to the legislature and delivered in a separate report to the House Select Committee on Homeland Security and the Senate Select Committee on Homeland Security meeting, jointly or separately, in executive session.
