BY REPRESENTATIVE BERTHELOT
SPECIAL DAY/WEEK/MONTH:  Designates May 8, 2019, as LMA Municipal Day at the
state capitol
1	A CONCURRENT RESOL UTION
2To designate Wednesday, May 8, 2019, as LMA Municipal Day at the state capitol.
3 WHEREAS, the Louisiana Municipal Association (LMA) was founded in 1926 as
4a nonprofit 501(c)4 organization serving as a unified voice for Louisiana's municipal
5governments; and
6 WHEREAS, the LMA is a statewide member organization that advocates on behalf
7of three hundred three municipalities and two parishes; and
8 WHEREAS, the LMA organization includes two subsidiaries which are wholly
9owned:  Risk Management, Inc. (RMI), and Louisiana Municipal Advisory and Technical
10Services Bureau (LaMATS); and
11 WHEREAS, the LMA encompasses multiple affiliate entities and offers its advisory
12partners administrative and/or fiscal management services:  Louisiana Municipal Gas
13Authority, Louisiana Recreation and Park Association, Louisiana City Attorneys
14Association, Louisiana Municipal Clerks Association, and the Building Officials Association
15of Louisiana; and
16 WHEREAS, representation from the affiliate entities and from the Municipal
17Employees' Retirement System of Louisiana, the Louisiana Fire Chiefs Association,
18Louisiana Rural Water Association, Louisiana Airport Managers and Associates, Louisiana
19Association of Municipal Secretaries and Assistants, Louisiana Conference of Mayors,
20Louisiana Association of Tax Administrators, the Louisiana Municipal Black Caucus

1Association, and Louisiana Association of Chiefs of Police are included on the LMA board
2of directors; and
3 WHEREAS, the mission of the LMA is to advocate and empower local governments
4to serve the citizens of Louisiana efficiently and effectively and to advocate on behalf of
5municipal governments; and
6 WHEREAS, the LMA provides numerous programs and services to its member
7municipalities, including conferences, training, webinars, legislative advocacy (state and
8federal), and information technology assistance; RMI-managed funds and liability programs
9including liability indemnification, worker's compensation, and unemployment
10compensation; and LaMATS-sponsored programs such as procurement services, delinquent
11property tax collection, insurance premium tax collection, occupational license tax
12collection, and consulting; and
13 WHEREAS, the LMA continues to promote local governments by shaping
14legislation, providing education on municipal issues, and exchanging ideas and experiences
15among elected officials throughout the state; and
16 WHEREAS, the 2018-2019 LMA executive board members include President Harry
17Lewis, Mayor of Rayville; First Vice President Jimmy Williams, Mayor of Sibley; Second
18Vice President Michael Chauffe, Mayor of Grosse Tete; and Immediate Past President
19Lawrence Henagan, of Dequincy; and
20 WHEREAS, the LMA is celebrating ninety-three years of advocacy, education, and
21service; and
22 WHEREAS, on Wednesday, May 8, 2019, the LMA hosts its annual LMA Municipal
23Day and Legislative Conference celebrating all municipal officials and employees for their
24dedication to public service.
25 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
26designate Wednesday, May 8, 2019, as LMA Municipal Day at the state capitol.
