HOUSE CONCURRENT RESOL UTION NO. 52
BY REPRESENTATIVE LYONS
LAW ENFORCEMENT:  Requests the La. Commission on Law Enforcement to collect data
and information from law enforcement agencies utilizing body cameras
1	A CONCURRENT RESOL UTION
2To urge and request the Louisiana Commission on Law Enforcement and Administration of
3 Criminal Justice (LCLE) to develop a platform or means through which data and
4 information is collected from law enforcement agencies utilizing body cameras and
5 distributed to other law enforcement agencies.
6 WHEREAS, in order to safeguard the public and peace officers of this state, it is vital
7for local peace officers and the communities they protect to have strong, collaborative
8relationships; and
9 WHEREAS, the implementation of the use of body cameras by all law enforcement
10agencies will assist in the documentation of evidence to better serve the community which
11would assist in the building of a strong and collaborative relationship; and
12 WHEREAS, trust between law enforcement agencies and the citizens they serve is
13essential to the stability of communities, the integrity of the criminal justice system, and the
14safe and effective delivery of public safety services; and
15 WHEREAS, the implementation of the use of body cameras by all law enforcement
16agencies will assist in preventing and resolving complaints brought by members of the
17public against peace officers, strengthening law enforcement transparency, performance, and
18accountability, and the documenting of evidence; and
19 WHEREAS, body cameras may assist law enforcement agencies in identifying and
20correcting problems within their agencies by using footage from the cameras to provide

1scenario-based training, evaluate the performance of new officers in the field, and identify
2new areas in which training may be needed; and
3 WHEREAS, in determining whether to utilize body cameras, a law enforcement
4agency must consider a number of factors including but not limited to compliance with
5existing laws, the cost and feasibility of implementation, the adoption of policies and
6procedures to regulate the use of the body cameras, the storage of data from the body
7cameras, and the retention of data and records related to the body cameras; and
8 WHEREAS, in making this determination, information from other law enforcement
9agencies that currently utilize body cameras is vital, and the development of a platform by
10which law enforcement agencies can share information and experiences with respect to the
11use of body cameras would be a valuable resource for all law enforcement agencies.
12 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
13urge and request the LCLE to develop a platform or means through which law enforcement
14agencies can share and exchange non-confidential information and experiences with respect
15to body cameras including but not limited to the following:
16 (1)  Policies and procedures for the proper use, maintenance, and storage of body
17cameras, which shall include recommendations on policies and procedures for the use of
18body cameras while the law enforcement officer is engaged in the performance of his official
19duties.
20 (2)  Policies and procedures regarding proper storage, retention, and release of audio
21and video data recorded by body cameras as well as establishing a time frame to review the
22data recorded by body cameras.
23 (3)  Policies and procedures regarding the law enforcement training relative to each
24enforcement agency's polices and procedures on the use of body cameras.
25 (4)  Legislation needed, if any, to authorize the use of body cameras by peace officers
26in this state.
27 BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to the
28executive director of the LCLE.
