HLS 19RS-1707 ORIGINAL 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 59 BY REPRESENTATIVE WRIGHT BOARDS/COMMISSIONS: Creates a special council to make recommendations concerning the potential establishment of a Commission on the Aging and Adults with Disabilities 1 A CONCURRENT RESOL UTION 2To create the Aging and Adults with Disabilities Council to study the potential 3 establishment of a Commission on the Aging and Adults with Disabilities in 4 Louisiana and to submit a report of its findings and recommendations to the 5 legislative committees on health and welfare. 6 WHEREAS, from 2019 through 2030, roughly ten million individuals born in the 7United States between 1946 and 1964 will reach retirement age; and 8 WHEREAS, estimates indicate that by 2020, over fifty-six million Americans will 9be over the age of sixty-five and that by 2040, this number will increase to over eighty-two 10million; and 11 WHEREAS, the members of this generation of Americans are active, vibrant, and 12educated and value their independence; and 13 WHEREAS, this generation will impact the nation's healthcare system like no other 14before it due not just to its size, but also to the wide range of different views that its 15members hold on types of health care that are acceptable for meeting their needs. 16 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 17create the Aging and Adults with Disabilities Council, referred to hereafter in this Resolution 18as the "council", to study and make recommendations concerning the potential establishment 19of a Commission on the Aging and Adults with Disabilities. Page 1 of 4 HLS 19RS-1707 ORIGINAL HCR NO. 59 1 BE IT FURTHER RESOLVED that the council shall be composed of the following 2members: 3 (1) A representative of AARP Louisiana. 4 (2) A representative of the Advocacy Center. 5 (3) A representative of the Live at Home LA Coalition. 6 (4) A representative of the Case Management Alliance. 7 (5) A representative of the governor's office of elderly affairs. 8 (6) A representative of the Community Provider Association. 9 (7) A representative of Independent Living Inc. 10 (8) A representative of the ARC of Louisiana. 11 (9) A representative of the Louisiana Developmental Disabilities Council. 12 (10) A representative of Volunteers of America North Louisiana, Volunteers of 13America Greater Baton Rouge, or Volunteers of America Southeast Louisiana. 14 (11) A representative of the Alzheimer's Association, Louisiana Chapter. 15 (12) A representative of Alzheimer's Services of the Capital Area. 16 (13) A representative of the Aging and Disability Resource Center. 17 (14) A representative of the Louisiana Council on Aging Directors' Association. 18 (15) The director of the Statewide Independent Living Council or his designee. 19 (16) Three members of the public, each of whom is a Medicaid recipient or a family 20caregiver of a Medicaid recipient, selected by the assistant secretary of the office of aging 21and adult services of the Louisiana Department of Health. 22 BE IT FURTHER RESOLVED that the members of the council shall serve without 23compensation. 24 BE IT FURTHER RESOLVED that at its initial meeting, the council shall elect a 25chairperson from among its members and shall adopt rules of procedure and any other 26policies as may be necessary to facilitate the work of the group. 27 BE IT FURTHER RESOLVED that the duties and functions of the council shall 28include the following: Page 2 of 4 HLS 19RS-1707 ORIGINAL HCR NO. 59 1 (1) Determine and document the level of need among older adults and adults with 2disabilities in this state for maintaining independence and living with dignity in appropriate 3settings. 4 (2) Consider and document the necessity of rebalancing the long-term services and 5supports system in order to help older adults and adults with disabilities in this state to live 6their lives with dignity in their chosen environment. 7 (3) Review and document the need for potential systems changes and innovations 8and evidence-based practices for assisting individuals who wish to gain more control over 9their lives and choices in health care. 10 (4) Review and document the need for a person-centered long-term care system that 11promotes transparency, quality, dignity, inclusion, and choice. 12 BE IT FURTHER RESOLVED that the assistant secretary of the office of aging and 13adult services of the Louisiana Department of Health shall convene the first meeting of the 14council on or before September 1, 2019. 15 BE IT FURTHER RESOLVED that the council shall submit a written report of its 16findings and recommendations concerning whether a Commission on the Aging and Adults 17with Disabilities is needed in this state to the House Committee on Health and Welfare and 18the Senate Committee on Health and Welfare prior to March 1, 2020. 19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 20secretary of the Louisiana Department of Health, the assistant secretary of the office of aging 21and adult services of the Louisiana Department of Health, the state director of AARP 22Louisiana, the executive director of the Advocacy Center, the coordinator of the Live at 23Home LA Coalition, the coordinator of the Case Management Alliance, the executive 24director of the governor's office of elderly affairs, the executive director of the Community 25Provider Association, the executive director of Independent Living, Inc., the executive 26director of the ARC of Louisiana, the executive director of the Louisiana Developmental 27Disabilities Council, the president and chief executive officer of Volunteers of America, the 28executive director of the Alzheimer's Association, Louisiana Chapter, the executive director 29of Alzheimer's Services of the Capital Area, the coordinator of the Louisiana Council on 30Aging Directors' Association, and the director of the Statewide Independent Living Council.
