HOUSE CONCURRENT RESOL UTION NO. 69
BY REPRESENTATIVE BISHOP AND SENATOR CHAB ERT
ENERGY/OIL & GAS:  Recognizes Tuesday, May 14, 2019, as the seventh annual
Liquified Natural Gas Day at the Louisiana State Capitol
1	A CONCURRENT RESOL UTION
2To recognize Tuesday, May 14, 2019, as the seventh annual Liquefied Natural Gas (LNG)
3 Day at the Louisiana State Capitol.
4 WHEREAS, plentiful natural gas supplies and unprecedented advances in technology
5have provided a historic opportunity for the United States to achieve energy self-sufficiency
6while creating jobs and wealth for the nation's and the state's economy; and
7 WHEREAS, pioneering exploration and extraction methods have opened such vast
8natural gas resources to development in areas such as the Haynesville Shale that demand on
9United States natural gas markets can grow with little impact on domestic prices; and
10 WHEREAS, the Department of Energy estimates domestic natural gas production
11levels will increase by forty-seven percent by the year 2050; and
12 WHEREAS, global demand for LNG is expected to grow significantly over the next
13two decades, with Louisiana poised to play a major role in meeting such demand; and
14 WHEREAS, expanding markets for United States natural gas is consistent with
15national trade and security policy, because failure to expand LNG exports would force our
16allies to continue to rely on regimes that are hostile to United States interests for their energy
17needs; and
18 WHEREAS, over six hundred cargoes of LNG have already departed for
19international markets from Louisiana facilities; and

1 WHEREAS, continued growth in LNG exports will create tens of thousands of
2construction and operations jobs in the state of Louisiana, which will in turn lead to
3community involvement and charitable giving; and
4 WHEREAS, Louisiana's LNG industry plans to invest over $90 billion in Louisiana
5over the next decade, creating over twenty thousand jobs, greater economic opportunity, and
6an expansion of the Louisiana tax base; and
7 WHEREAS, LNG exports would provide incentives for new infrastructure
8investments worth billions of dollars and generate royalties and local tax revenues directly
9in communities across the state of Louisiana; and
10 WHEREAS, the Louisiana Energy Export Association was formed in 2017 to serve
11as a unifying voice for Louisiana's LNG exporters and to educate policymakers on the
12significant economic benefits of exporting natural gas; and
13 WHEREAS, a diverse coalition of Louisiana LNG producers, energy and petroleum
14companies, business groups, service companies, and others have expressed their support for
15LNG exports through community outreach and education; and
16 WHEREAS, this coalition continues to recognize the importance of collaboration,
17coordination, and communication with all leaders at the local, parish, and state level,
18including Cameron Parish; Calcasieu Parish; the Cameron Parish Port, Harbor and Terminal
19District; and the Port of Lake Charles, Lake Charles Harbor and Terminal District.
20 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
21recognize Tuesday, May 14, 2019, as Liquefied Natural Gas Day at the Louisiana State
22Capitol and does hereby express support of the Louisiana Energy Export Association, a
23nonprofit grassroots organization with the mission of supporting the exports of natural gas,
24and educating public and policy leaders on the benefits LNG exports will bring to the United
25States.
26 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to
27members of the Louisiana delegation of the United States Congress as an expression of the
28Legislature of Louisiana's support of LNG exports and the streamlining and expedition of
29permit approval for pending export facilities so that the economic benefits of LNG exports
30can be magnified throughout the state of Louisiana, as well as the United States.
