HLS 19RS-2158 ORIGINAL 2019 Regular Session HOUSE CONCURRENT RESOL UTION NO. 70 BY REPRESENTATIVE STAGNI HEALTH CARE/FACILITIES: Requests a study and report concerning the potential licensure of endovascular suites 1 A CONCURRENT RESOL UTION 2To urge and request the secretary of the Louisiana Department of Health to coordinate a 3 study concerning the feasibility and desirability of potential state licensure of 4 endovascular suites, and to report findings of the study to the legislative committees 5 on health and welfare. 6 WHEREAS, an endovascular suite is a room in which procedures to treat diseases 7of the vascular system are performed; and 8 WHEREAS, Louisiana does not currently require state licensure of endovascular 9suites either as stand-alone facilities or as a module of the ambulatory surgical center license 10provided for in R.S. 40:2131 et seq.; and 11 WHEREAS, the Louisiana Department of Health, through its health standards 12section, protects public health and safety by licensing and regulating various types of 13healthcare facilities pursuant to the authority provided in Chapter 11 of Title 40 of the 14Louisiana Revised Statutes of 1950; and 15 WHEREAS, it is appropriate for the legislature to call for a study and report 16concerning potential licensure of endovascular suites in order to inform its consideration of 17whether laws to provide for such licensure would serve the public interest. 18 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby 19urge and request the secretary of the Louisiana Department of Health to coordinate a study 20concerning the feasibility and desirability of potential state licensure of endovascular suites. Page 1 of 2 HLS 19RS-2158 ORIGINAL HCR NO. 70 1 BE IT FURTHER RESOLVED that the secretary shall engage the department's 2director of health standards, general counsel, and Medicaid director in the study requested 3in this Resolution. 4 BE IT FURTHER RESOLVED that in coordinating the study requested in this 5Resolution, the secretary shall collaborate with and obtain information and recommendations 6from the following groups and individuals: 7 (1) The Louisiana State Board of Medical Examiners. 8 (2) The Louisiana State Medical Society. 9 (3) The Louisiana Hospital Association. 10 (4) The Louisiana Ambulatory Surgery Center Association. 11 (5) The Cardiovascular Institute of the South. 12 (6) Two or more advanced practice registered nurses, at least one of whom is a 13cardiac nurse practitioner, recommended by the Louisiana State Board of Nursing. 14 BE IT FURTHER RESOLVED that the secretary shall submit a written report of 15findings resulting from the study requested in this Resolution to the House Committee on 16Health and Welfare and the Senate Committee on Health and Welfare no later than sixty 17days prior to the convening of the 2020 Regular Session of the Legislature of Louisiana. 18 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the 19secretary of the Louisiana Department of Health, the executive director of the Louisiana 20State Board of Medical Examiners, the executive director of the Louisiana State Board of 21Nursing, the chief executive officer of the Louisiana State Medical Society, the president of 22the Louisiana Hospital Association, the executive director of the Louisiana Ambulatory 23Surgery Center Association, and the president of the Cardiovascular Institute of the South.
